BEFORE THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY
MEETING IN ALL ITS CAPACITIES
PURSUANT TO ORDINANCE CODE SECTION 24-2.402
THURSDAY , NOVEMBER 89 1984
9: 30 A .M APPROVED the recommendations of the County Administrator
to provide supplemental appropriations for the budgets
for the following County departments: Health Services ,
Social Service , Probation, Sheriff-Coroner , District
Attorney, Clerk of the Board , Cooperative Extension , and
Planning; DEFERRED release of funds to the District
Attorney for transfer of certain fixed-term attorneys
into regular county employment , to the Department of
Agriculture for the artichoke thistle and ground squirrel
eradication programs , to the Hospital for certain repairs
for "J" Ward , and to the Planning Department for an update
in the County General Plan; SET a goal of identifying an
additional $390,000 to provide support to the Social
Service Department; and REQUESTED the County Administrator
to review and identify alternative revenue sources that
may provide all or a portion of the $390,000 to the Social
Service Department , complete a study of staffing of admin-
istrative positions in the Office of Sheriff-Coroner and
the possible use of civilian personnel rather than sworn
personnel to perform certain duties , prepare a report on
the proposed remodeling of the Edgar Children' s Shelter
for use by the Office of Emergency Services; these matters
are to be reported to the Board on November 27, 1984.
The Board further DIRECTED the County Administrator to
convene meetings with city representatives to discuss
proposed animal service charges to cities and to request
the cooperation of cities in increasing the number of
dogs licensed , thereby reducing the net County cost for
this program .
The County Administrator was REQUESTED to invite County
legislators to be present and participate in the Mental
Health Workshop on December 18, 1984 and to request Mr .
D . D . Doyle , former Assemblyman from Contra Costa County,
to be present to make introductory remarks summarizing
the history of the Short-Doyle Act .
X .1 (McPeak) . REFERRED to the Internal Operations Committee
for review a suggestion proposed by the Secretary of
State for a uniform closing poll time .
X .2 (Torlakson) REFERRED to the County Administrator ,
Elections Supervisor , and County Counsel for investiga-
tion the problem with the Brentwood City Council elec-
tion on November 6 , 1984 •
