portion of the Jersey Island Road - REFERRED to Finance

2. 3 AB-8 Health Services Plan and Budget for 1983-1984 -
APPROVED plan and and budget and authorized submission
of same to the State Dept. of Health Services; APPROVED_
recommendations of the Health Services Director to
provide for the County matching funds; and also APPROVED
an appropriation of $2 million from the Reserve for
Contingencies to offset a decrease in estimated Medi-Cal
revenue.
The Board REQUESTED the County Administrator and Health
Services Director to prepare an analysis of the Medicare
and Medi-Cal problem with respect to the State' s failure
to reimburse the County for costs of approximately $18
million--this information to be subsequently presented
to the County' s legislative delegation for redress of
said claim.
Report of the County Administrator recommending certain
actions with respect to the deficit in the Health
Services Department budget - APPROVED recommendations
FINANCE COMMITTEE REPORT - TABLED to November 29, 1983, recommen-
dation for an appropriation in the amount of $2, 250 (as the
County' s share) to the Private Industry Council to provide sup-
port for the Advisory Committee on the Employment and Economic
Status of Women for fiscal year 1983-1984.
INTERNAL OPERATIONS COMMITTEE REPORT - AUTHORIZED the Assistant
Health Services Director - Public Health to form a professional
steering committee in the area of occupation-environmental health
to review Dr. Austin' s study on .the incidence of cancer in Contra
Costa County.

X.1 (County Clerk) ACKNOWLEDGED receipt of the official
Canvass of votes cast in the Consolidated Election held
on November 8, 1983.
X. 2 (Administrator) APPROVED and AUTHORIZED the Health
Services Director to execute an Assignment Agreement
with the U. S. Environmental Protection Agency providing
for the assignment of John Kirby Narcisse, Jr. to the
County for approximately one year to conduct an asbestos
survey and abatement program.
X. 3 (Administrator) DECLARED its intent that on November 29,
1983, the Board will defer until December 6, 1983, at
2: 30 p.m. the issue of nursing staff cutbacks.
X. 4 (Administrator) ADOPTED Resolution No. 83/1167 to
reflect abolition of the Executive Assistant to the Drug
Abuse Board effective April 15, 1984 (corrects
Resolution No. 83/1144) .
X. 5 (Administrator) APPROVED and AUTHORIZED the Chairman to
execute applications for state Special Needs and
Priorities (SNAP) funds for two projects at the County
Hospital.
X. 6 (Administrator) APPROVED recommendation of the Health
Services Director providing for the reemployment of
Carolyn Johnson in the class of Therapist Aide at the
fifth step of Salary Level H1-869.
X. 7 (Public Works) APPROVED recommendation of the Public
Works Director to provide for a $20, 000 increase to the
Contingency Fund for the Terminal Road extension,
Buchanan Field Airport.
X. 8 (Public Works) APPROVED parcel map, subdivision
agreement, deferred improvement agreement and ACCEPTED
instrument (Grant Deed of Development Rights) in connec-
tion with Minor Subdivision 28-82, San Ramon area.
X. 9 (Public Works) APPROVED parcel map, deferred improve-
ment agreements, and ACCEPTED instruments (Offer of
Dedication and Relinquishment of Abutter' s Rights) in
connection with Minor Subdivision 20-83, Martinez area.
X. 10 (Powers) APPOINTED as representative of Supervisorial
District I Anna Howe to the Housing and Community
Development Advisory Board.
X. 11 (Powers) ACCEPTED the resignation of A. Martin Cooke
from the Paratransit Coordinating Council and DIRECTED
the Clerk to apply the Board' s policy for filling said
vacancy.
X.12 (Powers) REQUESTED the Private Industry Council to
review Public Law 98-77, the Emergency Job Training Act,
and if appropriate, recommend a position in support of
same for transmittal to State Legislators urging imple-
mentation of the Act in California.
X. 13 (Powers) REFERRED to County Counsel and the Director of
Planning for review and recommendation a proposal pre-
sented by the Kensington Improvement Club relative to
providing information on enforcement of a Hillside Tree/
View Ordinance.

X.14 (Torlakson) REFERRED to the Auditor-Controller
(including a request from Battered Women' s Alternatives)
for analysis of the present procedure for disposing of
surplus property as well as reviewing the alternative
of donating or leasing surplus equipment to contract
agencies and report to the Board on same.
X.15 (Torlakson) ADOPTED smokers--Roger Moore, Mayor , and
George Gambel, Councilman, City of Brentwood--in
recognition of the "Great American Smokeout Day" on
November 17, 1983.
X.16 (Torlakson) REFERRED to the Public Works Director a
proposal submitted by Joaquin E. Acosta, Jr. &
Associations, Inc. on "Co-Composting: Applying Nature' s
High Technology to Effective Waste Management. "
X.17 (Torlakson) APPOINTED Kim Vogley to the Brentwood
Recreation and Park District.
X.18 (Fanden) REFERRED to the Recycling Committee proposal
submitted on behalf of the League of Women Voters with
respect to each household participating in a one-time
toxic waste cleanup program.
X.19 (Clerk) DECLARED intent that on November 29, 1983, the
Board will continue to December 20, 1983, at 2: 30 p.m. ,
its hearing on the recommendation of the San Ramon
Valley Area Planning Commission with respect to proposed
amendment to the Land Use Element of the County General
Plan for the San Ramon area (Rocky Ridge)
X. 20 (Planning) DIRECTED that a telegram be sent to
Representatives Miller , Stark, Dellums, and Beilenson
expressing concern regarding restrictions contained in
HR 4170, particularly on multi-family and single-family
housing bonds.
X. 21 (Torlakson) AMENDED its July 12, 1983, order approving
Rezoning Application 2552-RZ and Final Development Plan
No. 3018-83, Oakley area, to clarify intent of ability
to retroactively collect fees under the Fire Facilities
master plan when adopted.
X. 22 (Torlakson) RESCINDED its January 25, 1983, order
directing the Planning Department to require a maximum
of $300 per unit on all subdivision applications within
the Oakley Fire Protection District and adopted new
language relating to fees for fire facilities in the
Oakley area.
INFORMATION
1. (Torlakson) In its meeting with the Planning Commissioners
on December 6, 1983, the Board expressed a desire to
have discussion on infrastructure included as part of
the agenda.

The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS_ are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration Building, Martinez.
The Internal Operations Committee (Supervisors N. C. Fanden and
T. Powers) meets on the first and third Mondays of the month at 9: 30 A.M.
The Finance Committee (Supervisors T. Torlakson and S. W. McPeak)
meets on the second and fourth Mondays of the month at 9: 30 A.M.
The Water Committee (Supervisors S. W. McPeak and T. Torlakson)
meets on the first Monday of the month at 3: 00 P.M. ; however, there
will be no meeting of the Committee in December and the January
meeting will be on Monday, January 9, 1983.
The Transportation Committee (Supervisors R. Schroder and T.
Powers) meets on the third Monday of the month at 1: 30 P.M.
The Recycling Committee (Supervisors N. C. Fanden and
T. Torlakson) meets on the third Wednesday of the month at 12: 30 P.M.
in the Conference Room of the City of Martinez, 525 Henrietta Street.

October 18, 1983, with respect to agricultural land preservation
proposal forwarded by Supervisor Don Excell, Alameda County.
ACKNOWLEDGE RECEIPT
2. 2 REPORT from Public Works Director recommending the continued
closure of the levee portion of Jersey Island Road, the expen-
diture of $30, 000 for winterization, and authorize staff to
commence negotiations with Delta Ferry Authority for acceptance
of the road and to install a gate at an appropriate location to
close the road during certain hours. ACKNOWLEDGE RECEIPT
2. 3 REPORT from County Administrator transmitting AB-8 Health
Services Plan and Budget for 1983-84. APPROVE AND AUTHORIZE
HEALTH SERVICES DIRECTOR TO SUBMIT THE PLAN AND BUDGET TO THE
