All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

2. 6 REPORT from County Administrator recommending that the Board of
Supervisors approve the concept of using an emergency resolution
as provided by existing ordinance and state law during times of
high tides, heavy runoff and flooding in the Delta in order to
control speed to minimize damage to levees and properties; and
order county staff (including the Planning Department) to work
with the Delta Advisory Planning Council in an effort to seek a
long-range solution to the speed control problem in the Delta

2.7 LETTER from Dianne and Dick Mayer, Alamo, requesting the County
to remove weeds from the drainage ditch running through their

2.8 LETTER from Chief, Office of Local Assistance, State Department
of Transportation, advising of Contra Costa County' s apportion-
ment of Federal-Aid Secondary Highways Act (FAS) funds and State

Association' s proposal to provide indigent defense services in

Assessment District 1981-1, Danville area.
X. 3 (Public Works) AWARDED construction contract to DSS
Company of Stockton for replacement of the Cypress Road
Bridge, Oakley area.
X. 4 (Public Works) AWARDED contract to Alan A. Bradford
Company of Rheem Valley for construction of Standby

Ronald Plomgren to the Orinda Area Planning Commission
for two-year terms ending September 30, 1984.
X. 8 (Powers) AUTHORIZED submittal of a proposed resolution
at the General Assembly meeting of the County Supervisors
Association of California on November 15, 1983, supporting
further development of the County Justice System Block
Grant - Program as authorized by Chapter 288, Statutes of
1983 (SB 789.) .
X. 9 (Torlakson) REAFFIRMED position as set forth in
Resolution 73/14 opposing closure of Waterfront Road and
Port Chicago Highway, Concord-West Pittsburg area,
until an acceptable replacement has been constructed and
accepted by the county.
X. 10 (County Counsel) APPROVED settlement of lawsuit with
respect to the Detention Facility project.
X.11 (County Counsel) AUTHORIZED Auditor to draw a warrant
in the amount of $6,950 to the County Supervisors
Association of California in connection with the
Railroad 4-R Tax Case litigation.
