A. CONSENT ITEMS: Approved as listed except as noted below:
1. 21 Also authorized legal defense for persons who have so
requested in connection with United States District
Court, Northern District of California, Docket No.
83-3468 SAW.
1. 52 Accepted gift of bullet comparison microscope
accessories donated to the County Sheriff-Coroner and
AUTHORIZED the Chairman to execute a letter to the
Contra Costa County Sheriff' s posse expressing the
Board' s appreciation for the gift.
B. DETERMINATION ITEMS: Approved as listed except as noted below:
2. 12 Letter from Save Mt. Diablo, organization relative to its
option to purchase a 360 acre parcel on the west side of
Mt. Diablo - ENDORSED the purchase of said parcel and
REQUESTED B. Gilbert of the Public Works Department to
contact the Cable TV companies in Contra Costa County to
determine if fliers can be included in their mailings
relative to the solicitation of donations for said
purchase.
2. 13 Final report from Dr. Donald Austin regarding the inci-
dence of lung cancer in the County - REQUESTED the
Internal Operations Committee to develop specifics rela-
tive to the establishment of several task forces
(representing certain groups) to recommend measures
aimed at reducing the amount and impact of smoking in
the County; DIRECTED the Public Health Division, Health
Services Department, to develop and design a proposal
for a prospective environmental/occupational health
study to examine the potential relationships between
environmental and occupational hazards and public health
problems, including the incidence of cancer; DIRECTED
the Cancer Advisory Committee established by Supervisor
Powers to review said proposal and seek representation
and input from the private medical community; and also
REQUESTED the Internal Operations Committee to review
the proposal design and input from the Cancer Advisory
Committee and to recommend to- the Board the scope and
details of a prospective study and the magnitude and
sources of resources required to implement such a study.

WATER COMMITTEE REPORT - APPROVED recommendations relative to
issuance of certificates commending the organizers of
the volunteer hyacinth removal effort; presentation of
the County' s "New Water Ethics for the 1980' s" ; and
referral to the State of California the request of the
Institute for Human Environment for a series of
workshops on the Delta.

The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacteT2 -6y-one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration Building, Martinez.

T. Powers) meets on the first and third Mondays of the month at 9: 30 A.M.

APPROPRIATION ADJUSTMENTS - 1983-1984 FY
1. 28 Public Works: Add Community Development Block Grant revenue of
157,000 for Bailey Road frontage improvements and Solano and
Suisun Avenues drainage imprvements.
1. 29 Public Works_Wounty_Service Area R-9, E1 Sobrante) : Add
increased revenue of $1,500 from park dedication fees and
appropriate $4,900 to reroof Kennedy Grove Resident House.
1. 30 Public Works (Buchanan Field): Add $28,430 of increased airport
revenues and transfer $126,120 from Airport Enterprise Fund
Reserve together with $157, 380 of internal appropriations for
the West Terminal Road project ($276,000) and Avigation

1. 31 District Attorney: Add $5, 400 to continue financing the
Battered Women' s Alternatives crisis line.

OTHER ACTIONS
1. 47 AMEND the rate for Form Vocational School to $1,994 per month
effective June 24, 1983 for all new placements as of that date
and effective September 1, 1983 for all other placements, as
recommended by the County Probation Officer.
1. 48 ADOPT resolutions for Assessment District 1981-1 (San Ramon
Valley Blvd. ) making changes in assessment roll, determining
assessment remaining unpaid, approving agreement with Central
Contra Costa Sanitation District, authorizing sale of bonds,
ordering sale of bonds, appointing paying agent and approving
agreement with Bank of America NT & SA to act as registrar ,
transfer agent and paying agent for bond issues.
1. 49 APPROVE and adopt property tax exchange resolution for the Nick
Annexation to Mt. View Sanitary District (LAFC 83-17) .
1. 50 INCREASE The revolving fund in the Delta Municipal Court from
$220 to $295 (an increase of $75) on the recommendation of the

the County Auditor-Controller.

to the Office of the County Sheriff-Coroner by the Contra Costa
County Sheriff ' s Posse.
1. 53 DISCHARGE the Delta Judicial District from accountability for
the collection of certain fines, assessments and penalties pur-
suant to Government Code Section 25257 as a result of the con-
currence by the Office of the County Auditor-Controller that
these cases are no longer collectible.

Assistance eligibility requirements for 18 year old dependents
still attending high school and County policy for said age
group, in response to Board referral of September 13, 1983.
1. 55 AUTHORIZE revision to awards portion of the Employees

Suggestion Award Committee and concurred in by the 1982-83
Grand Jury.
1. 56 AUTHORIZE a General Plan review of a 55-acre parcel in the San
Ramon area as requested by S. R. Brown Development Company and
recommended by the Director of Planning.
1. 57 AUTHORIZE County contribution toward health plan premium
increase for the District Attorney Investigators' Association
for October 1983 only.
1. 58 ADOPT revision to ABAG Determination of Housing Needs for the
San Ramon and Lafayette areas and request the ABAG Executive
Board to accept such revision, as recommended by the Director
of Planning.
1. 59 ADOPT resolution providing for the issuance and sale of 1983
Tax and Revenue Anticipation Notes not to exceed the sum of
$7. 0 million =for and on behalf of the Contra Costa Community
College District, as recommended by A. P. Lomeli, Treasurer-Tax

2. 1 REPORT from County Administrator on the complaint of Harry W.
Gatts regarding the Social Service Department. ACKNOWLEDGE
RECEIPT
2. 2 REPORT from the Public Works Director recommending that the
following optional drainage maintenance services not be
performed: 1) removal of downed trees and log jams in creeks
located on private property except during rainstorms when lives
andproperty maybe threatened and the owner requests assistance,
and ) routine ditch and creek cleaning in creeks located on
private property except in those instances where the work being
performed is a joint community effort and donated labor is performing
a majority of the work. APPROVE RECOMMENDATION
2. 3 MEMORANDUM from County Administrator recommending allocation of
County Criminal Justice System Program 1982-83 carryover funds;
report recommends that funds be allocated to departments which
generated the carryover and to high priority projects such as
financing of planning costs for Prop. 2 applications, and for
solutions to detention center overcrowding. APPROVE
RECOMMENDATION
2. 4 MEMORANDUM from Health Services Director recommending approval
subject to conditions of request of Henry F. Duarte d/b/a/
Duarte Hog Ranch, Martinez area, for renewal of permit to
transport refuse. GRANT PERMIT SUBJECT TO CONDITIONS SPECIFIED
2. 5 LETTER from Director, Fair Housing and Equal Opportunity
Division, U.S. Department of Housing & Urban Development,
requesting updated information with respect to employment oppor-
tunities at professional salary levels in the Planning
Department, and further requesting a response to the inquiry
within 30 days of receipt of the request. REFER TO DIRECTOR OF

2. 6 LETTER from President, Contra Costa County Historical Society,
requesting the Board consider allowing the Society to occupy
the classroom at Oak Park School, Pleasant Hill, soon to be
vacated by the County Hospital, for purposes of displaying the
Mildred Stein Collection of historical memorabilia of Contra
Costa County. REFER TO COUNTY ADMINISTRATOR AND PUBLIC WORKS

2. 7 LETTER from Alan La Pointe, Wildcat Creek Taskforce, Urban
Creeks Council, transmitting a summary of events and legal
issues associated with the proposed County drainage project for
Wildcat Creek, and requesting the Taskforce be added to the
mailing list for information pertaining to Wildcat Creek projects.

proposal with respect to agricultural land preservation issues,

an addition to the State Park, further advising that they are
attempting to raise money through donations for the purchase of
