Protection District for fiscal year 1982-1983 pursuant to
agreement approved November 18, 1980.
1.61 ACKNOWLEDGE receipt of communication dated December 68 1982,
from the Contra Costa County Juvenile Justice and Delinquency
Prevention Commissions advising that the Delinquency Prevention
Commission will be available to review one-year delinquency
prevention grants offered by the Department of Youth Authority
and advising that the Commission's deadline for submission of
such requests for transmittal to the State is January 28, 1983,
at 5.00 P.M.
1.62 AUTHORIZE destruction of records maintained in the Sheriff's
Communications Division pursuant to Government Code Section
26202, which records are more than two years old and not
expressly required by law to be filed or preserved.
1 63 AUTHORIZE Health Services Director to pay travel expenses for
out-of-area candidates being interviewed for position of
Assistant Health Services Director--Public Health.
1.64 AUTHORIZE Chair to execute acknowledgement of Memorandum of
Delegation from the Veterans Administration related to the
County's contract with the Veterans Administration for
specialized nuclear medicine studies.
1.65 AUTHORIZE Chair to send letter to President Ronald Reagan
urging continuation of the Community Development Block Grant
Program at its current budget level.

1.66 APPROVE and authorize Health Services Director or his designee
to negotiate and execute on behalf of the County a contract
between the County and the County Superintendent of Schools for
the purpose of having Health Services Department staff provide
asbestos inspection and evaluation of buildings specified by
the Superintendent with the Superintendent to reimburse the
County at rates approved by the County Auditor-Controller pur-
suant to Resolution No. 82/544.
1.67 APPROVE and authorize Health Services Director to submit to the
State Department of Alcohol and Drug Programs required amend-
ments to the 1982-1983 Alcohol Plan and Budget.
1.68 AUTHORIZE County Auditor-Controller to issue warrants in
amounts determined by County Clerk-Recorder to refund over-
payments of certain Documentary Transfer Taxes deposited in
excess of amount required
1.69 AUTHORIZE disbursement of Park Dedication Fee funds in the
amount of $49, 500 from Trust Account 2753 to County Service

2. 4 XREQUEST f om Community Servi es Director for authority to submit
proposal and negotiate contract to participate in California/
Nevada Community Action Association Low-Income Weatherization
Program under contract with Pacific Gas & Electric Company; if
approved, Department will be responsible for the insulation of
some 2,000 owner-occupied homes between February and December,
1983, contract to be returned to Board for further consideration.

2 5 MEMORANDUM from Agricultural Commissioner-Director of Weights
and Measures recommending that the Board approve in concept the
report of the Director of Weights and Measures requesting that
the Board invoke its authority under Sections 12240 and 12241
of the California Business and Professional Code to adopt annual
registration fee schedule for certain designated commercial
devices and direct the Director of Weights and Measures and
County Counsel to draft the necessary ordinance for referral to
the Board for final approval. APPROVE RECOMMENDATIONS
2.6 COMMUNICATION from Executive Director, County Supervisors
Association of California, seeking assistance in reversing
the State Legislature' s policy of no longer providing an
annual $60000 block grant for newly created Superior Court
Judgeships, and
MEMORANDUM from County Administrator recommending that the
County assist the County Supervisors Association of California
in reversing the Legislature's policy to eliminate continuing
support in the amount of $60,000 per year of Superior Court
Judgeships created since 1974. APPROVE RECOMMENDATION
2.7 MEMORANDUM from Public Works Director in response to Board
referral of September 210 1982, concerning construction of
section of Highway 4 between Rodeo and Hercules. ACCEPT REPORT
2.8 LETTER from County Auditor-Controller indicating that the Board
may authorize transfer of $1.6 million from the Enterprise Fund
to the General Fund; transfer results from 1981-1982 adjustment
to revenue based on finding of the Grand Jury Auditor that
Hospital Enterprise Fund Reserve for Bad Debts was overly

a consulting firm (to be mutually agreed upon by employee

Contra Costa County with implementation of this objective only
after completion of the study and an across-the-board salary
increase granted to all employees

respect to truck transport of hazardous materials on Highway 4

2.17 LETTER frok Court Advocate/Legal L aison, Rape Crisis Center
of West Contra Costa, advising that the collection of fines
upon which the funding of the California Sexual Assault Victim
Services Program is based is falling short of expectations,
and requesting that the Board encourage probation officers and
district attorneys to recommend and judges to impose fines as
part of sentence for those convicted of violent crimes. REFER

2. 18 LETTER from Mayor, City of Martinez, requesting that con-
sideration be given to expanding the membership of the Board
of Commissioners of the Contra Costa County Fire Protection
District from five to seven members to allow the City to
continue to be represented on the Board. REFER TO INTERNAL

2.19 LETTERS from W. E Boyd and others with respect to Pinehurst
Road from Moraga to East Oakland, requesting that repairs be
undertaken so that the road, which is closed because of a

2 20 LETTER from President, Alameda-Contra Costa Medical Association,
recommending that Dr. David Troxel be appointed to serve on the
search committee being formed to screen candidates for the posi-
tion of Assistant Health Services Director-Public Health. REFER

2.21 LETTER from State Assemblywoman Jean J. Moorhead expressing
concern with respect to a shortfall in fines being collected
and deposited in the victim indemnity fund which was created
as a result of mayor changes (effective January 1, 1982) in
the driving under the influence (DUI) law, and requesting a
review of the County's procedures for imposing, collecting,
and reporting fines for DUI offenses with the object of
increasing collection levels. REFER TO COUNTY ADMINISTRATOR,

complaint that the Contra Costa County Solid Waste Commission is
not covered by a conflict of interest code and that the FPPC is
