FROM: LORI GENTLES-Assistant County Administrator- gCosta Director of Human Resources 4° ti� DATE: April 1, 2008 Co ­" County SUBJECT: P300 # 20291-Public Works Department SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20291 and Resolution 2008/)01 establish the classification of County Surveyor-Exempt (NAF1),allocate it to the salary schedule at salary level B8X 1953($7,225-$9,226); and implement two(2)2.5%outstanding performance pay steps. FISCAL IMPACT: There is no fiscal impact associated with this request. BACKGROUND: The Public Works Department has requested this'action due to a recent reorganization in the Department caused by the upcoming retirement of the Public Works Director. Statutory regulations require that each County must have a dedicated County Surveyor and he/she must be licensed by the state as a Surveyor. Prior to 1983, an individual who was a Licensed Engineer in the state of California also held the designation as being a Licensed Surveyor. However, in 1983, licensing requirements changed and each license became a separate entity with separate criteria. Historically,the Public Works Director has acted as the County Surveyor; however,with the upcoming retirement of the Public Works Director, the changes in licensing requirements, and the rarity of individuals who are currently in the labor force with dual licenses in engineering and surveying, the Public Works Department is requesting to establish the new County Surveyor classification. Additionally, many agencies throughout our relative labor market have also separated out the County Surveyor duties from the Public Works Director for the aforementioned reasons.Additionally,this classification has already been exempted by County Ordinance Number 33-5.348.
