The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2. 402.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS_ are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairman calls for comments .from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room, County Administration Building, Martinez.
The Internal Operations Committee (Supervisors N. C. Fanden and
T. Powers) meets on the first and third Mondays of the month at 9: 30 A.M. ;
however , due to the holiday season, the Committee will not meet on
December 26, 1983 or on January 2, 1984.
The Finance Committee (Supervisors T. Torlakson and S. W. McPeak)
meets on the second and fourth Mondays of the month at 9: 30 A.M.
The Water Committee (Supervisors S. W. McPeak and T. Torlakson)
meets on the first Monday of the month at 3: 00 P.M.
The Transportation Committee (Supervisors R. Schroder and T.
Powers) meets on the third Monday of the month at 1: 30 P.M.
The Recycling Committee (Supervisors N. C. Fanden and
T. Torlakson) meets on the third Wednesday of the month at 12: 30 P.M.
in the Conference Room of the City of Martinez, 525 Henrietta Street.

Estimated Actual Financial Data and Section 17000 Report for
1982-83, as required by Welfare & Institutions Code Sections
16706 & 16716.
1. 73 AUTHORIZE County Auditor-Controller to pay upon demand pro-rata
attorney fees for recovery of Third Party Supplemental Security
Income benefits for General Assistance clients, as recommended
by the County Welfare Director.
1. 74 APPROVE a volunteer services program for the Office of the
County Administrator.
1.75 AUTHORIZE Director, Private Industry Council, to execute and
submit cooperative agreement application to State Director ,
Department of Education, in the amount of $162,740 to provide
training and services during the period January 1, 1984 through
June 30, 1984.

1.76 AUTHORIZE Director, Private Industry Council, to conduct
contract negotiations with Mt. Diablo Unified School District
to provide School-to-Work Transition Program for disabled high
school students for the period January 1, 1984 through June 30,
1984 in the maximum amount of $212, 500.
1. 77 AUTHORIZE Director , Private Industry Council, to conduct
contract negotiations with Worldwide Educational Services, Inc.
to provide a Worker Assistance Center training agreement for
the period January 1, 1984 through September 25, 1984 in the
maximum amount of $132,000.
1. 78 AUTHORIZE Director, Community Services Department, to execute
necessary close-out documents for DOE and LIHEAP weatherization
contracts for submittal to State Office of Economic Opportunity.
1.79 APPROVE new procedure for claims against the County and claim
forms which include a new "Notice to Claimant" to be used in
the case of a late claim, and a new claim "control sheet" , as
recommended by County Counsel.
1. 80 ADOPT resolution to effectuate Government Code Section 68073. 6
andd Penal Code Section 1206. 8 (SB 668 of 1983 session) to fund
courtroom construction through a Courthouse Temporary
Construction Fund in the County Treasury.

1. 81 ADOPT resolution to enact second General Plan amendment of the
County General Plan as applicable to the San Ramon, Alamo and
East Clayton areas.
1. 82 AUTHORIZE General Plan review of 9 acre parcel in the Saranap
area, as requested by Wilbur Duberstein and recommended by the
Director of Planning.
1. 83 AUTHORIZE General Plan review of 35 acre parcel in the
Montarabay area, as requested by the Richmond Unified School
District and recommended by the Director of Planninq.
HOUSING AUTHORITY
1. 84 ADOPT resolution authorizing Chairman to execute Amendment No. 34
to the Annual Contributions Contract No. SP-182 providing for
deposit of monies under a general depositary agreement and the
issuance of project loan notes and permanent notes, as recom-
mended by the Executive Director .
1. 85 AUTHORIZE Executive Director to submit a preliminary applica-
tion to the U.S. Department of Housing and Urban Development
requesting $11,700, 828 of Comprehensive Improvement Assistance
Program funds for the 1984 Federal fiscal year, as recommended
by the Advisory Housing Commission.
1. 86 APPROVE new wage rates for Management, non-represented and
maintenance employees, effective July, 1983, as recommended by
the Executive Director.
