Persons who wish to speak on matters set for PUBLIC HEARING
will be .heard when the Chairman calls for comments from those per-
sons who are in support thereof or in opposition thereto. After
persons have spoken, the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairman.

General' s Lawyer Exchange Program and execute on behalf of

submit said Plan to the State Job Training Partnership Office.

Emergency Medical Care Committee - ACKNOWLEDGED receipt

X. 6 (Planning) APPROVED consulting services contract with
Ecumene Associates, Inc. of Lafayette, with a payment
limit of $36,817, for an environmental impact report for
the Bogue Ranch.
X. 7 (Fanden) APPOINTED Joseph Herman Beck to the .Board of
Commissioners of the Rodeo Fire Protection District.,
X. 8 (Powers) APPOINTED Jerome Holmes and Mary Griffin to
the Family and Children' s Services Advisory Committee.
X. 9 (Torlakson) DIRECTED that a letter be sent to
Assemblyman Isenberg thanking him for his efforts in
carrying AB 1088 (which would have created a Commission
on Reducing State and Local Health and Welfare
Administrative Costs) and REQUESTED the County
Administrator to pursue specific reforms which were
encompassed in the bill and to work with Assemblyman
Isenberg and the County' s legislative delegation to
accomplish incremental reductions of red tape.
X. 10 (Torlakson) REQUESTED the Director of Health Services
(Public Health Division) to work with the Center for
Human Development/Prevention Councils in an effort to
get school boards to mandate or incorporate into curri-
culum for all grade levels training in drug, tobacco
and alcohol use prevention.
X.11 (Torlakson) REFERRED to Solid Waste Commission to
discuss in detail the problem of littering and illegal
dumping in the unincorporated areas, and REQUESTED the
County Administrator to convene a meeting of represen-
tatives of the League of Women Voters, County Board of
Education (Alice Johnson) , County Sheriff/Coroner,
Health Services (Environmental Health) , Public Works
Department (Environmental Control and Work Test Crew) ,
Riverview Fire Department, District Attorney and County
Counsel to work with the Solid Waste Commission in deve-
loping a recommendation for additional ordinances or
enforcement tools that might be necessary to control
illegal dumping and littering.
