CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department's Head Start program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." BACKGROUND: Community Action Agencies nationwide, including the State of California's Department of Community Services and Development, are celebrating May as Community Action Month. During this month, the Economic Opportunity Act of 1964 is memorialized and reinvigorated. Contra Costa County joined the fight against poverty in the earliest days by being among the first in the nation to create an economic opportunity plan and to achieve designation as a Community Action agency. Shortly after achieving designation, the Community Services Department was created to bring the plan to life. For more than 40 years, the program has served the area's low-income population through self-sufficiency programs. Today, as the Community Services Bureau of the Employment & Human Services Department, the program maintains this call to action, in partnership with the community, the Board of Supervisors and the County's Economic Opportunity Council. In 2006, more than 20,000 individuals and families were assisted on the path to self-sufficiency. This resolution re-affirms the county's on-going dedication to supporting individuals and families to achieve the goal of economic self-sufficiency. IN THE MATTER OF PROCLAIMING MAY 2447 RESOLUTION NO. 2007/271 AS NATIONAL COMMUNITY ACTION MONTH IN CONTRA COSTA COUNTY WHEREAS, Community Action agencies were created when the Economic Opportunity Act of 1964 was signed into law; and WHEREAS, Community Action agencies have a more than 42-year history of promoting self- sufficiency for the low-income community;and WHEREAS, Community Action,;.agencies have=made an essential contribution to individuals and families in the I7nited States�by providtng;them withbinnovative"aild,,cost-effective programs; and.
