recommending reappointment of four members of the AB 90 Subvention
Advisory Group for an extended two-year term expiring August 31,

2 3 MEMORANDUM from Director, Social Service Department, outlining the
funding threat to the County-operated Senior Community Services
Employment Program which employs 23 senior citizens on a part-time

TWO-WEEK FUNDING PENDING CONGRESSIONAL ACTION
2 4 LETTER from County Administrator advising of an additional reduc-
tion in State funding for mental health programs and recommending
that the Board schedule a "Beilenson" hearing pursuant to Health &
Safety Code Sections 1442 and 1442 5 for Tuesday, October 19, 1982,
adopt a notice of hearing, and direct that the notice and descrip-
tion of programs to be reduced or eliminated be posted in accor-
dance with law by 5 00 P M , Friday, September 17, 1982 APPROVE
RECOMMENDATIONS
2 5 REPORT from Aviation Advisory Committee indicating that the
Lone Tree site has the best potential for meeting the County' s
long-term needs for a reliever airport, and recommending that
the Public Works Director be authorized to proceed with an
Environmental Impact Study, retention of a consultant, and
application for Airport Development Aid Program funding for
acquisition and development, the Public Works Director and
Airport Manager concur in the recommendations APPROVE

of Contra Costa, introduced ordinance establishing two-year terms for
members of the Housing Advisory Commission and fixed Sept 14 for
adoption, also directed that the Advisory Commissioners be advised that
the Board has also established another committee with two-year terms for
the members so as to determine the scope of the committee' s functions
prior to making any future changes in the terms of the membership
