to the water hyacinth infestation in the Delta area advising
that he is co-authoring AB 2379 which names the Department of .
Boating and Waterways as the lead agency in working with the
U. S. Army Corps of Engineers and local harbors and boat
owners and provides $125,000 to begin the eradication program.

5. LETTER from County Administrator, in response to Board referral,
commenting on the need to establish a fund to pay for clean-up
of hazardous waste spills when no other agency has jurisdiction,
and recommending that the Board provide specific authority. for
the Health Officer to order clean-up of such spills and that an
appropriation of $25, 000 be set up to cover initial costs while
recovery for expenditures is sought. CONSIDER APPROVAL OF

of Health Services Director that the Board go on record as
requesting an increase in the County Health Services fund in
the amount of $25 million for the 1982-1983 fiscal year to

11. LETTER from Secretary, Brentwood Firefighter' s Association,
expressing views with respect to fire prevention and administra-
tion, and advising that the Association wishes to maintain an

12. LETTER from Sacramento County Supervisor Illa Collin transmitting
resolution adopted by that Board in support of enactment of
Federal legislation which would provide an equitable share of
military retirement benefits to former spouses of military

property settlement agreements, and urging that Contra Costa
County take a similar position in support of such legislation.

advising that said Board has voted to become a "lead county" in

Plumas as a "lead county" ; and copy of letter from Marin. County
Board of Supervisors to Plumas County with respect to said offer.
