SUBJECT: In the matter of supporting the State Route 4 Widening Project in West
County and recommending Congressman George Miller apply to the
subcommittee on Surface Transportation for special authorization.
Whereas Representative Nick J. Rahall, II, the Chair of the Subcommittee on Surface
Transportation has advised the Congress that as part of the legislation to designate the
National Highway System,there may be an opportunity to authorize specific projects; and
Whereas State Route 4 from Interstate 80 to the Cummings Skyway Interchange is a two
lane undivided highway having a fatality accident rate sixteen times the statewide average
and needs to be upgraded to a multi-lane freeway to improve safety, to facilitate goods
movement, and to provide for economic development; and
Whereas this segment of State Route 4 is one of the few remaining gaps in the freeway
network of the Bay Area; and
Whereas State Route 4 is the main truck route and the only flammable tanker truck route
from the ports in Contra Costa County and Oakland to the Central Valley of California and
to the Concord Naval Station; and
Whereas in 1988 the voters in Contra Costa County approved an additional sales tax
measure to fund transportation projects and X51 million of the revenue is proposed to
partially fund this project; and
Whereas Contra Costa County is the gateway to the Bay Area from the east, and as
such, has an extensive interstate highway and its share of the Federal and State highway
improvement funds has been committed to the Interstate Completion Program and non-
interstate highways were not able to compete for funds; and
Whereas this urgently needed project has been included in the Regional Transportation
Plan for many years, and its upgrade was included in the State of California, Department
of Transportation, System Management Plan; and
Whereas the Contra Costa Transportation Authority has requested Congressman Miller
to seek special authorization for this project; and
NOW, BE IT RESOLVED that the Board of Supervisors supports this project and
recommends Congressman George Miller apply to the Subcommittee on Surface
Transportation for special authorization.
