The Contra Costa County Board of Supervisors in its capacity as governing Board
of the County of Contra Costa and all districts of which it is the ex officio governing
Board, RESOLVES THAT:
I Effective July 1, 1994, salaries for the classes listed below shall be as

SUBJECT: Board Agenda Items for February 15, 1994
(DSA Settlements and Spinoff to Unrepresented Managers)
Attached are documents necessary to place all DSA health plan and salary agreements
on the Board's agenda for adoption on February 15, 1994. A Resolution has been
prepared to adopt the side letter (1) amending the current 1991-95 DSA contract to
terminate the 1st Choice Health Plan and (2) to approve the newly-negotiated 1994-95
MOU for the DSA Sworn Managers Unit.
I have also included a Resolution extending salary spinoff to the two Assistant
Sheriffs and the Sheriff. I recommend that the County include the latter action to
avoid additional salary compaction and inequity between these and related classes.
Relationships to Unrepresented Managers with and without the spinoff is included,
as is a cost estimate of the recommended additional increases.

*Sheriff's salary includes 3%restored for 10/1/92 oit 1/1/94. This salary is currently
6.7% behind the Chief Deputy District Attorney and 11.3% behind the District
Attorney. other higher paid Department Heads include: County Counsel $9967,
GMEDA Director $9201, Health Service Director $11,087 and Public Defender $9672.

*Sheriff and Assistant Sheriff salaries will receive the 1% general increases
scheduled for 7/1/94 and 1/1/95. This spinoff will extend only the difference
between the 1% general and the 4.5% + 4% + 4% scheduled for Captain and Lieutenant.
This spinoff will restore the Sheriff's relative position with the Chief Assistant D.A.
to a +3,4% differential ($10,107 vs $9739) and place the Sheriff behind the D.A by
.5% ($10,107 vs $10,167),
COST OF SPINOFF TO SHERIFF & ASSISTANT SHERIFF
Sheriff @ 3.5%additional 7/1/94 + 4%additional 10/1/94 + 3%additional 1/1/95 = $8910
for FY 94/95.
Assistant Sheriffs @ 3.5% additional 7/1/94 + 4% additional lb/i/94 + 3% additional
1/1/95 = $13,398 for FY 94/95.
Total additional cost in FY 94/95 = $22,308.
I recommend that these items be placed on the Board's consent calendar of February
15 3, 1994 as follows:
1. Adopt Resolution approving side letters between the County and the DSA
- terminating 1st Choice Health Plan and ratifying MOU for sworn managers
bargaining unit for the period February 1, 1994 through September 30, 1995.
2. Adopt Resolution amending Management Compensation for unrepresented
sworn managers in the Sheriff's Department.
