BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby
authorizes County Probation Officer Lionel D. Chatman, or the Chairperson of the Board of
Supervisors, to submit and/or to sign Contra Costa County's application for approval for the
County's Comprehensive Multi-agency Juvenile Justice Plan and related contracts,
amendments, or extensions with the State of California; and
ASSURES that the County of Contra Costa's Comprehensive Multi-agency
Juvenile Justice Plan has been developed, reviewed and provided to the Board of
Corrections in a format determined by the Board of Corrections; and
ASSURES that the County of Contra Costa Board of Supervisors and the
Juvenile Justice Coordinating Council have reviewed and approve the County's
Comprehensive Multi-agency Juvenile Justice Plan; and
AGREES that any liability arising out of the performance of this Grant Award
Agreement, including civil court actions for damages, shall be the responsibility of
the grant recipient and the authorizing agency. The State of California and the
BCC disclaim responsibility for any such liability.
ASSURES that the County of Contra Costa will adhere to the requirements of
the Juvenile Justice Crime Prevention Act (Chapters 353 and 475 of the
Government Code) and the Juvenile Justice and Delinquency Prevention Act of
1974, as amended, regarding the submission of the Comprehensive Multi-agency
Juvenile Justice Plan application or revision, investment of allocated monies,
including any interest earnings, expenditure of said funds, and the submission of
required reports to the Board of Corrections.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution No. 2004 / 580 approving and authorizing the County Probation Officer to
submit Contra Costa County's Application for Approval for the County's Comprehensive Multi-
agency Juvenile Justice Plan and execute a grant award contract and any extensions and
amendments thereto with the California Board of Corrections in the amount of $47,787 for
Federal Juvenile Justice Challenge Funding Activities for the period of July 1, 2004 through
June 30, 2005.
FISCAL IMPACT:
$47,787 is available to Contra Costa County from the Board of Corrections through Federal
Juvenile Justice Challenge Funds (Title 11, Part E). There are no match requirements.
BACKGROUND:
Federal Juvenile Justice Challenge funds are providing a statewide allocation of $1,755,908,
with $47,787 available to Contra Costa County through the California Board of Corrections.
The purpose of the federal Challenge Activities Program is to enhance or expand existing
Juvenile Justice Crime Prevention Act (JJCPA) activities or a new program that will meet one
of the ten Challenge Activity categories. Although Challenge funds are linked to JJCPA, they
remain separate grant awards. The application submitted to the State Board of Corrections
includes:
1) $20,000 to REACH Project, Inc., to provide assessment and counseling services to
truants identified in truancy sweeps coordinated by REACH and conducted by Probation
staff and the Antioch Police Department.
2) $27,787 to the Contra Costa Youth Council, to provide remedial reading and tutoring
services through their "Read to Live" Program for youth with special educational needs at
the Orin Allen Youth Rehabilitation Facility.
The Probation Department will return to the Board of Supervisors to request approval of
these contracts once the Board of Corrections approves Contra Costa's application and the
award is finalized.
