DECLARING OCTOBER 23-30,2004 "ICED RIBBON WEEK-
IN CONTRA COSTA COUNTY
WHEREAS, alcohol, tobacco and other drug abuse is particularly damaging to one of our most valuable
resources,our children and a contributing factor in the three leading causes of death for teenagers-accidents,
homicides and suicides';and
WHEREAS,drug and alcohol abuse in America create staggering societal costs and prevent millions of people
from reaching their full potential at school,on the job,and in their communities.The Department of Health
and Human Services estimates that approximately 14 million Americans use illegal drugs and 17 million
Americans are alcoholics or abusers of alcohol.To improve the well-being of our nation and to protect our
Contra Costa residents,we must continue to make the prevention and treatment of alcohol abuse a national
priority;and
WHEREAS,based on the National Survey on Drug Use and Health,during 2002,students aged 12 to 17
with positive school experiences were less likely to have used alcohol or illicit drugs in the past year than
students without these positive school experiences. The youth with positive school experiences were those
who enjoyed going to school,who felt that their assigned schoolwork was meaningful,or who felt that the
things they learned in school were going to be important later in life. Also;the rates of past year alcohol
and Illicit drug use were lower for youths who had seen or heard drug or,alcohol prevention messages at
school in the past year than youths who had NOT seen or heard drug Or alcohol prevention messages at
school;and
WHEREAS,on the occasion of the proclamation of"National Red Ribbon Week",Contra Costa County
joins this year's theme"Plant the Promise" to the on-going prevention efforts of families,schools and
community organizationsin education and outreach programs that clearly communicate to children and
youth the dangers inherent in alcohol and drug abuse;and
WHEREAS,it is imperative that community members launch a unified and visible tobacco,alcohol,and
other drug prevention education programs and activities to eliminate the demand for these substances;
and
WHEREAS,the Alcohol and Other Drugs Advisory Board in cooperation with Community Partners,law
enforcement and educational agencies,community based organizations,alcohol and other drugs service
providers and individuals in recovery coordinate Red Ribbon Week activities in Contra Costa County to
offer our citizens the opportunity to demonstrate their commitment to healthy,alcohol and drug-free
lifestyles;and
WHEREAS,families,schools,businesses,faith-based communities,law enforcement agencies and service
organizations of Contra Costa County and the general public will demonstrate their commitment to
alcohol and drug-free communities by wearing and displaying Red Ribbons during this week-long
celebration.
NOW,THEREFORE,BE IT RESOLVED,that the Board of Supervisors does hereby recognize October 23-31,
2004 as RED RIBBON WEED.,and encourages all citizens to participate in tobacco,alcohol and other drug
prevention programs and activities. Be it also resolved that the Board of Supervisors encourages all
community remembers to pledge: NO USE OF DRUGS,AND NO ILLEGAL USE OF LEGAL DRUGS.
PASSED by a unanimous vote of the Supervisors present this 12th day of October 2004.
