In the Matter of the Resignation }

WHEREAS Mr. William R. MacDougall is leaving his
position as General Counsel and Manager, County Supervisors
Association of California, to become 'Executive Director of
the Federal advisory Commission on Intergovernmental Rela-
tions ; and
WHEREAS Mr. MacDougall, a native Californian and
World War 11 veteran, came to the Association nearly twenty--
five years ago with a strong educational background and fine
training and experience in government; and
WHEREAS Mr. MacDougall was a prime factor in bringing
the County Supervisors Association of California to the
forefront among all such organizations in the United States
of America and making it a potent farce in the improvement
of 'local government in California and throughout the nations;
and
WHEREAS Mr. MacDougall was the leader in the campaign
to vitalize the national organization of counties and make
it the effective professional organization which Is known
today as the National Association of Counties; and
WHEREAS Mr. MacDougall has been a key member of many
state and federal commissions and agencies and helped each
of them to produce significant results; and
WHEREAS the discerning intelligence, driving efforts,
and persuasive and convincing approaches of Mr. MacDougall
will be sorely missed in California;
NOW, THEREFORE, DE IT BY THE BOARD OF SUPERVISORS OF
THE COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that It
expresses to Mr. William R. MacDougall its deep appreciation
of his stork In behalf of counties, commends him for his
diligent and successful efforts to provide people throughout
the country with better local government, wishes for him
unlimited success in his important role in Washington, O.C. ,
and hopes that he and his family will enjoy their new assign-
ment--and c*ate back often to see their countless friends in
California.
