IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of opposing passage of provisions of RESOLUTION NO. 70/88 Airport Airways Development Act of 1970 (H. R. 14465) . WHEREAS the Berate Finance Committee has approved House- passed provisions in the Airport Airways Development Act of 1970 (H. R. 14465) which eliminates the exemption of state and local governments in the payment of federal air passenger taxes., and WHEREAS the proposed federal tax is conservatively estimated to cost states, counties and cities 50 million dollars annually.- and WHEREAS the air passenger tax is slated to be eight percent (8%) of air fares., contradicting the frequently stated efforts of Congress to improve strained fiscal resources of local governments; and WHEREAS the proposed federal tax would violate the long- established tradition of tax immunity between the Federal Government, the states and their political subdivisions; and WHEREAS the National Association of Counties urges all counties to support an amendment (Amendment Number 478) by Senator Ted Stevens, and others, to retain the exemption; NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that United States Senator George Murphy and United States Senator Alan Cranston are URGED to work diligently in opposition to the passage of legislation eliminating the exemption of state and local governments from payment of federal air passenger taxes by supporting aforesaid Amendment Number 478. PASSED AND ADOPTED this 17th day of February, 1970, by the following vote of the Board: AYES: Supervisors J. P. Kenny, J. E. Moriarty, E. A. Linscheid,, T. J. Coll. NOES: None. ABSENT: Supervisor A.
