Code Secs . 56360, 56361, 56362) RESOLUTION INITIATING PROCEDURES FOR DISSOLUTION OF SAN RAMON VALLEY COUNTY WATER DISTRICT OF CONTRA COSTA COUNTY The Board of Supervisors of Contra Costa County RESOLVES THAT: Dissolution of the San Ramon Valley County Water District of Contra Costa County has been proposed by certain resident voters of the said district and by the Board of Directors of the said district . A sufficient petition from resident voters and a resolution of application from the Board of Directors for the proposed dissolution was filed with the Executive Officer of the Local. Agency Formation Commission respectively on January 7, 1970, and January 26 , 1970. The reasons for the proposed disso- lution as set forth in the proposals 'therefor are that in the immediate past there has been a nonuser of corporate powers by the San Ramon Valley County Water District, that there is a reasonable probability that such nonuser may continue and that the San Ramon Valley County Water District has no assets other than money in the form of cash, investments or deposits . Further, the governing board of said district no longer furnishes or pro- vides services of substantial benefit to residents and landowners within the district. Also, the continued existence of the District will serve no useful purpose. On February 4 , 1970, the Local Agency Formation Commission approved the resolution of application subject to the following conditions . " (a) Contra Costa County is designated as successor to the dissolved district . " (b ) Appropriate tax code areas shall be retained until retirement of the district bonded indebtedness . " At 10 a.m. on Tuesday, March 24 , 1970 , in the Chambers of the Board of Supervisors, Administration Building, Martinez , California, this Board will conduct a public hearing on the proposed dissolution. At the hearing the testimony of all interested persons or taxpayers for or against the proposed dissolution will be heard, and any interested person desiring to make written protest thereto must do so by written communi- cation filed with the Clerk not later than the hour set for hearing. A written protest by an owner of land must contain a description sufficient to identify his land, and a written -1- RESOLUTION NO. 70/70 protest by a voter must contain his residential address . At the conclusion of the hearing the Board of Supervisors shall either disapprove or approve the dissolution in accordance with Government Code Section 55366 . The Clerk of this Board is HEREBY DIRECTED to publish the text' of this resolution once a week for two successive weeks in the "Valley Pioneer" , a newspaper of general circulation published in this County and circulated in the territory wherein the pro- posed dissolution is situated, the first publication to be made not later than fifteen (15) days prior to the hearing date. The Clerk of this Board is also directed to post the text of this resolution on the bulletin board of this Board at least fifteen (15) days prior to the hearing date, and such posting will continue to the time of the hearing. The Clerk of this Board is FURTHER DIRECTED to give notice by mailing notice of hearing at least fifteen (15) days prior to the hearing date to each affected county, city or district, and the chief petitioners, if any, and each person who shall have thereto- fore filed a request for special notice with the Clerk of this Board. PASSED AND ADOPTED on February 10, 1970, by this Board. MDF :mh -2- RESOLUTION NO. 70/70
