IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Declaring_ the } County of Contra Costa a Disaster � .Ares. Pursuant to the Provisions of ) RESOLUTION NUMBER 70/238 Article XIII, section 2.8, of the Constitution of the State of California. } WHEREAS a number of property owners in Contra Costa County have suffered extensive damage and substantial diminishment of value to their property from flooding, land slippage, and other storm-related causes, during the 1969-1974 tax obligation period.; and WHEREAS it is the policy and, intent of this Board to tax only on the fair and equitable basis of existent property values $ and WHEREAS the County Assessor has reassessed these damaged and value-diminished properties for the 1970-1971 tax period; and WHEREAS the Board wishes to have reassessed the damaged and value-diminished properties for tax relief purposes for the 1969-1970 tax obligation period; and. WHEREAS .Article XIII, Section 2.8, of the Constitution of the State of California allows the Legislature to authorize local taxiing agencies to make reassessments of taxable property suffering extensive damage and substantial diminishment of value in areas proclaimed by the Governor to be in; a State of Disaster; and WHEREAS the California State Legislature and the Governor have already taken implementing action to approve the required legislation (Assembly; Bili. Number 728) to authorize such reassessments for the 1:969-1970 tax obligation period in areas proclaimed by the governor to be in the state of disaster; and WHEREAS the County of Centra Costa is contiguous to areas already proclaimed by the Governor to be in a State of Disaster wherein property owners have suffered similar or identical damage or diminishment of value to thAt- suffered by property owners in the County of Contra Costa; N©Id, TH REFORE$ BE IT RESOLVED that the Board of Supervisors does proclaim that the Count; of Contra Costa was in a State of :Disaster prior to March 1., 1970, for the intent and purposes described in Article XIII, Section 2 .8, of the Constitution of the State of California; and R:ESOLUTI ON NUMBER 70/238 BE IT FURTHER RESOLVED that the Governor of the State of California is hereby requested to proclaim that the County of Contra Costa was in a State of Disaster prior to March 1, 1970, for the intents and purposes of Article XIII, Section 2.8, of the Constitution of the Stats of California, in order that properties which have suffered extensive damage and substantial diminishment of value prior to said date may be reappraised and that tax relief may be granted to the owners of said properties .
