California Waterways and }
Harbors. }
}
WHEREAS it is recognized that Government policy is currently
directed to counter-inflationary measure's and to reduce public
expenditures, it is nevertheless necessary that such 'steps be recon-
ciled with, investment needs offering maximum future returns - to the
nation, its people and economy; and
WHEREAS California, as the continuing „fastest-growing,
state by any criteria, 'requires investments 'proportionate' to its
contributions to the national Wealth and efficiency; and
WHEREAS responsibility for the study, construction, and
maintenance of navigable waterways and harbors remains primarily with
.the Federal Government and
WHEREAS nationally, funds for said civil works have steadily
been reduced with. the California share of such investments out
further within this shrinking allocation; and
WHEREAS California is a leader in developing national
standards for environmental study, planning and controls, and in the
wise use of resources and is meeting its responsibilities for expand*
ing the world commerce of the United States in providing the major
Pacific logistics base and for accommodating the recreational' needs
of its residents; and
WHEREAS Federal Government partnership in said efforts is
lagging and causing critical slow-downs and postponement of long-
planned and ba'd'y-needed projects; and
WHEREAS the recommendations of the California Marine
Affairs Conference include the endorsement of the further funding of
the Golden Gate to Stockton, Jahn F. Baldwin Deep Water Channel, which
project is vital to the development of the San Francisco Bay 'Area,
the State of California, and the national interest and which will
result in substantial and significant industrial growth, the provision
of employment for many people who might otherwise be without jobs,
and insure safe movement of vessels including ammunition ships and
tankers; and
WHEREAS the local governmental ,jurisdictions most directly
involved with the John F. Baldwin Channel, namely: the County of
Contra Costa, California, the County of Sol.anos California; and the
Port of Stockton in San Joaquin County, California,, are in aeoord
with respect to the development of said channel and have agreed to
work ' cooperatively' with respect to local support of all aspects o
said project; and

WHEREAS an Advisory Committee on Conservation of
Environment and Navigation and Transportation (ACCENT) has been
organized to insure dissemination of information on said John F.
Baldwin Channel project and permit active participation in the
development of the project by all interested parties taking into
consideration environment, esthetics, recreation, and social needs
as they affect the region; and
WHEREAS the California Marine Affairs Conference since
1956 has studied and coordinated plans of local harbors, channels,
and small craft facilities, and has adopted and supported recommen-
dations for adequate Federal Government funding of these projects;
NOW,, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE
COUNTY OF CONTRA COSTA, CALIFORNIA RESOLVED that the recommendations
of the California Marine Affairs Conference for the coming fiscal
year are hereby strongly endorsed and prompt approval of them by
the Congress of the United States is urged.
BE IT BY THE BOARD FURTHER RESOLVED that copies of this
resolution be transmitted to the Honorable George Murphy and the
Honorable Alan Cranston., United States Senators, and to the
Honorable Jerome R. Waldie , Congressman, urging them to support the
recommendations of the California Marine Affairs Conference.
PASSED AND ADOPTED this 21st day of April, 1970, by the
following vote :
