In the Matter of Requesting
Inclusion of Funds for Local } RESOLUTION NO. 70/232
Libraries in the State Budget }
for Fiscal Year 1970-1971.
}
WHEREAS the i963 Legislature of the state of California
recognized the great need for improved public library services and
passed the Pudic Library Development Act to provide a. plan for
shared state and local support to public libraries; and
WHEREAS the financial support of this Act encouraged
sharing of pooled book collections and expansion of library services
throughout Contra Costa County and generated 'great citizen
satisfaction; and
WHEREAS the 1966 Legislature of the State of California
amended the Public Library Development Act to increase the ratio
of state to local public library expenditures on a graduated scale;
and
WHEREAS the amended Act would authorize approximately
$8,740,000 in 1970-1971 for state support to public libraries; and
WHEREAS the 1970-1971 proposed state budget includes only
$1,000,030 (rather than the authorized $8,704,040) which amount is
inadequate to implement the agreed upon, Plana of Service, and
WHEREAS failure of the state to appropriate the full
amount authorized for 1970-1971 will result in abandonment of
improved services or greater expenditure of local tax funds;
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Contra Costa County requests Governor Ronald Reagan
and the county representatives in the State Legislature to approve
$8,700,040 in the 1970-1971 budget in order that the library
program may continue to provide the services required by an informed
public.
PASSED AND ADOPTED this 21st day of April, 1970 by the
following vote of the Hoard:
