HomeMy WebLinkAboutRESOLUTIONS - 06032003 - 70-220 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of State Legislation ) on Maximum Participation Base ) Applied to Grants Under the Aid } RESOLUTION NUMBER 70/220 to Families with Dependent Children Program. } AREAS this Board has over a period of several years urged substantial adjustment or elimination of the so-called MaximumParticipation Base applied by the state for the purpose of establishing the amount of grants to families receiving assistance under the Aid to Families with Dependent Children Program; and WHEREAS said Maximum: Participation Base has remained unchanged even though it has been acknowledged that .said Maximum Participation Base precludes the provision of aid under acceptable standards particularly in view of the rising cost of living, and WHEREAS the failure to alter or eliminate the Maximum Participation Base has made it necessary to provide supplementary funds from the property tax revenue ,source in spite of its being a recognized fact that the property tax base is already over- burdened** and WHEREAS a number of bills including Senate Bill Number 87, Senate Bill, Number 88 and Assembly Bill Number 627 have been introduced in the 1970 Session of the California Legislature with the objective of adjusting or eliminating the Maximum Participation Base and providing additional subventions ' for public assistance purposes and easing the burden on property taxpayers; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA RESOLVED that it again urge's its represen- tatives in the California State Legislature to staunchly support legislation which will eliminate the Maximum Participation Base and allow payment of grants based on need or raise the Maximum Participation Base to a level such that grants may be reasonably determined in relation to need. PASSED AND ADOPTEES this loth day of April, 1970, by the following vote of the Board: AYES: Supervisors J. P. Kenny, A. M. Dias, J. E. Moriarty, E. A. Lnscheid., T. J. Coll. NOES: None. ABSENT: None.
