HomeMy WebLinkAboutRESOLUTIONS - 06032003 - 70-218 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Federal Subventions for Construction } RESOLUTION NUMBER 74/218 of Sewage Treatment Facilities . 3 WHEREAS in past ,years efforts by the Board of Supervisors of Contra Costa County, California, to obtain federal funds for expansion or improvement of sewage treatment facilities have met with little success ; and WHEREAS this Board on March 24, ,1374 pursuant to the Federal dater Pollution Control Act, once again authorized sub-- mission of applications for federal grants for sewage treatment works in Contra: Costa County SanitationDistricts Numbers 3, 7-A and 15; and WHEREAS existing; plant facilities of Contra Costa County Sanitation Districts Numbers 3 and 7»-A are not now in compliance with the requirements established by the San Francisco Bay Regional Water Quality Control Board and effluent discharges from said districts are adding to the pollution of the San Pablo Bay and Suisun Bay, which are bodies of 'water used for domestic and industrial water supplies , for propagation of fish and aquatic life, as wildlife habitats , and for recreational, purposes ; and WHEREAS the projects proposed to be financed by federal fundis for Districts Numbers 3 and 7-A will assist the districts in bringing plant facilities up to acceptable standards ; and WHEREAS federal: funds being sought for District Number 15 are for the purpose of assisting said district in financing a sewerage service project within the Sacramento-San Joaquin Delta area; and WHEREAS the project proposed for District Number 15 will eliminate discharges of existing and future raw sewage into the Delta waters and will aid in preserving the high quality of said waters which are a source of municipal, agricultural and industrial water supply for Central and Eastern Contra Costa County and are also used to a' substantial extent for recreational purposes; and WHEREAS protection of our waters from further degradation has become a matter of utmost concern to all thinking Americans; NOW, THEREFORE,, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, RESOLVED that state and federal authorities are urged to approve the applications submitted to provide funds for the aforesaid sewage treatment plants at the earliest passible date so that prompt action may be taken to prevent water Dollution and to improve environmental sanitation. RESOLUTION NUMBER 74/218 BE IT BY THE BOARD FURTHER RESOLVED that U. S. Senators George Murphy and Alan Cranston and Congressman Jerome R. Waldie be asked to contact both California State and Federal authorities and urge approval of the federal allocations so that the afore- said serious situations may be correctedin the immediate future . PASSED AND ADOPTED this 14th day of Anril, 1970 by the following vote of the Board: AYES: Supervisors James P. Kenny, Alfred 4. Dias , James E. Moriarty, Edmund A. Linscheid, Thomas John Coll.
