Fiscal Year 1970-1971>.
WIM1EAS :the Board. of Supervisors on April 1, 1960 adopted an
Etnployee Compensation Policy; and
WHEREAS on January 27, 1970 the Berard .of Supervisors adopted
Ordinance Number 70-ft. # the Contra 'Costa County ' nployer-Hmployee Rela-
tions Ordinance; and `
WHEREAS a timetable for consideration of salary requests has
been proposed by the Employee Relations Officer after consultation with
recognized employee organizations as provided in Section 24-7.1302 of
said ordinance;
NO THEREFORE, BE IT BY THE BOARD R.MLVEn that the program for
review of ''county compensation for the 1970-197 . 'fiscal year is an
follows,.,
1. All requests for salary adjustments and/or
modifications in employee' benefits shall be
submitted in writes to the County Administrator
no later than 5:00 p.m. April 210 1970-
2. The Office of County Administrator, through;
the Director of Personnel, shall study and
review salary adjustment nt requests in relation
to the county compensation policy and organi-
zational needs'.
3. On or about April 1, 1970 the Office of the
County Administrators through the Director' of
Personnel, shall publish a survey of comparisons
of wage levels (prevailing rates for bench mark
classifications) for Information of the Bawd
of :3dpervisors, management employees, employee
organizations, and other interested parties.
4. The Office of the County Administrator, through
the Director of Personnel, shall analyze and
discuss with department heads' their concept
of internal salary relationships among the
classes in their respective departments and
shall, consult with other interested parties
about county' compensation.

The Office of the County Administrator, through
the Director of Personinq , sh;L11 designate
Management Representativ-0s and, together with
said representatives, ;shall Meet and Confer`` in
Good Faith with Representatives ofemployee
organizations who have been selected as
Majority Representatives, and shall Consult
with 'Representatives of informally recognized
employee organizations', during, the period
April 27 1970 to May 34, 1978.-
+6. The Office of the County Administrator,
drawing upon its meetings and consultations
shall formulate a recommended compensation
plan for all classified and. exempt ;personnel
for the fiscal year 1970-1971 and shall
present a'''report with recommendations to the
Board of Supervisors on or before June' 16, 1970«
The recommendations contained in said report
shall incorporate the terms of any memorandum(s)
of understanding reached with an employee
organization(s) .
AND BE IT FURTHER 'RESOLVED that the Board of Supervisors shall,
conduct a public hearing(s) on the recommended compensation plan to allow
all interested parties to have an opportunity to state their position
before action by the Board of Supervisors; said hearing(s)- shall be held
during the month of Jane so that adjustments' for 'the 1970- 1971 fiscal year
may be effective July 1., 1970.
