IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Proposed Air Transportation Service by Republic Airlineso Inc. from RESOLUTION NUMBER 70/165 Buchanan Field to the Hollywood/Burbank Airport. WHEREAS on March 10., 1970 this Board received a request from C. Andrew Baumgardner Associates, as organizer of Republic Airlines, Inc ., for Board endorsement of a proposal to provide scheduled jet air transportation service from Buchanan Field to the Hollywood/Burbank airport in the Los Angeles area; and WHEREAS Supervisor A. M. Dias, Chairman of the County Government Operations Committeso this day advised that the proposal had received the unanimous endorsement of the Aviation Liaison Committee and that the Liaison Committee recommended that this county actively support the airline application before the California Public Utilities Commission; and WHEREAS Supervisor Dias further advised that the Government Operations Committee had discussed the matter with the Public Works Director who had indicated that the airport runways are capable of accommodating the type of jet aircraft proposed but that space in the Buchanan Field terminal building would be in- adequate to handle anticipated service and that interim terminal facilities (to be provided by Republic Airlines) would be required, and WHEREAS Supervisor Dias, in behalf of the County Government Operations Committee, recommended that the Board of Supervisors (1) Accept the proposal in principle subject to further negotiation and agreement as to leased area and facilities required, and (2) Authorize a county representative to appear at the Public Utilities Commission hearing on the Republic Airlines request, which hearing will be scheduled at a later date; and WHEREAS the Reverend W. 0. Smith arose to object to the commit- tee recommendation and expressed the opinion that the proposal would contribute to air and noise pollution in the area and requested that this Board defer endorsement until it could hold a public hearing on the matter; and WHEREAS Supervisors E. A. Linscheid and T. J. Coll concurred in the request of the Reverend Mr. Smith that a hearing first be held before this Board; and RESOLUTION NUMBER 70/165 WHEREAS Supervisor Dias stated that the intent of the committee recommendation is to facilitate the airline application before the Public utilities Commission and that a public hearing would be held: before this Beard subsequent to favorable action by the Commission on the application of Republic Airlines , and WHEREAS the Board members in their discussion generally agreed that the proposed air service could be of public benefit to resi- dents of Contra Crista County; NOW, THEREFORE, BE IT BY THE BOARD RE30LVED that it hereby endorses in principle the proposal of C. A. Baumgardner Associates with the understanding that said endorsement in no gray intends to convey final approval and that said 'proposal shall receive further consideration at a .full and complete hearing before this Board.
