In the Tatter of the Dissolution
of the San Ramon Valley County ) RESOLUTION NO. 70/162
Water District of Contra Costa
County (Govt .Code 56366 , 56367,
56368, 56369, 56451)
RESOLU'T'ION ORDERING DISSOLUTION OF SAN RAMON VALLEY
COUNTY WATER DISTRICT OF CONTRA COSTA COUNTY
The Board of Supervisors of Contra Costa County RESOLVES THAT:
On February 10, 1970, this Board adapted Resolution No. 70/70 ,
initiating proceedings for the dissolution of the San Ramon Valley
County Water District of Contra Costa County. This dissolution
had been proposed: by certain resident voters of the said District
and by the Board of Directors of the said District . A sufficient
petition from resident voters and a resolution of application for
dissolution from the Board of Directors were filed with the
Executive Officer of the Focal Agency Formation Commission
respectively on January 7, 1970 and January 26, 1970. The reasons
for the proposed dissolution as set forth on the proposals therefor
are that in the immediate past there has been a nonuser of corporate
powers by the San Ramon Valley County Water District, that there is
a reasonable probability that such nonuser may continue ,and that
the said District has no assets other than money in the form of
cash, investments or deposits. Further, the governing board of
said District no longer furnishes or provides servicesof substantial
benefit to residents and landowners within the District. Also, the
continued existence of the District will serve no useful purpose.
On February 4 , 1970, the Local. Agency Formation Commission
approved the resolution subject to the following conditions :
" (a) Contra Costa County is designated as successor to the
dissolved District.
" (b) Appropriate tax code areas shall be retained until
retirement of the District bonded indebtedness . "
The Board' s Resolution No. 70/70 fixed 10 :00 a.m. on Tuesday,
March 24 , 1970 as the time for a public hearing on the dissolution
of the above said District. Notice of said hearing was duly given
by (1) publication in the "Valley Pioneer" , (2) posting on the
Board's Bulletin Board, and (3) mailing notice to each affected
county, city or district and the chief petitioners , if any, and
each person who had theretofore filed a request for special notice
with the Clerk of this Board. This Board , at the time and place
set for said hearing, heard the determination of the Local. Agency
Formation Commission read aloud and then called for evidence or

protests as provided for by Government Code §56364. The Board
then and there heard and duly considered evidence and protests
offered concerning the dissolution.
This Board hereby finds , in reference to the San Ramon Valley
County Water District of Contra Costa County, that there has been
a nonuser of corporate powers , as specified in Government Code
Section 56174, and a reasonable probability that such nonuser may
continue. This Board hereby orders the dissolution of the San
Ramon Valley County Water District of Contra Costa County without
election and without being subject to confirmation by the voters
upon the question of dissolution.
The Clerk of this Board is hereby directed to file his
certificate of completion with the Secretary of State in accordance
with Government Code Section 56451.
PASSED AND ADOPTED on March 24 , 1970, by this Board.
