Affordable',Housing to the Residents of ) RESOLUTION NO.2002/159

WHEREAS,Arthur F.Evans is a resident of Alamo and founder of the A.F.Evans Company of
San Ramon;
WHEREAS, Mr. Evans is the former head of San Francisco's Redevelopment Agency and
understands the importance of building housing for low-income people;
WHEREAS, when Mr. Evans founded his owndevelopment company in 1976 with three
employees,his goal was to create betterdesigns,better social services,and better management,
WHEREAS,the A.F.Evans Company now employs over 450 people and has a value of over $30
million;
WHEREAS,Mr.Evans has demonstrated that development companies can be profitable
building low-income housing projects;
WHEREAS,the A.F.Evans Company took over ownership of the john F.Kennedy Manor,once
described as"the worst public housing project in Northern.California"and spent over$14 million on
renovations and improvements,including a new pool and community center;
WHEREAS,Evans started'a teachers in residence program in the newly-named Monterey Pines
apartment complex,a program which offers teachers half-price rent in exchange for tutoring students
who live in the complex;
WHEREAS,this program has garnered'interest from state and national housing officials and the
U.S. Department of Housing and Urban Development has twice honored Monterey Pines for its
innovative program;
WHEREAS,Arthur F.Evans was named Multifamily Executive of the Year 2001 byMultifamiily
Executive Magazine
NOW,THEREFORE,BE IT RESOLVED that Board of Supervisors recognizes and thanks Arthur
F. Evans for his contributions to providing affordable housing and to building communities for the
residents of Contra Costa County.
PASSED by a unanimous vote of the Beard of Supervisors members present this 19th day of March
