ADOPT attached resolution declaring Reserved Parking in three County- owned parking lots in downtown Martinez 2. ADOPT Rules and Regulations for the Stacked Parking Program 3. DESIGNATE the County Administrator or designee as Agent of the County for purposes of administration and enforcement of downtown parking restrictions. FINANCIAL IMPACT: This action will have no financial impact. BACKGROUND: The DRAFT Downtown Martinez Parking Plan was adopted by the Board of Supervisors in October of 2000. Since that time the County, City and CCCTA have worked together to implement the Martinez Free Shuttle which has redirected juror parking to remote parking lots. In addition, the recent reconstruction of the parking lot behind 651 Pine has added 43 spaces to downtown parking supply. ABSENT: ABSTAIN: ATTESTED July 17, 2001 CONTACT: JOHN SWEETEN,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR CC: r BY G DEPUTY • This action reserves a total of 31 spaces for the Department of Building Inspection: 20 at the County-owned parking lot at 1233 Escobar, and 11 spaces in the County- owned lot at Pine Street and Escobar Street (before 9:30 AM only). One space in the lot at Pine and Escobar is also reserved for the Copy Center. In addition, the County-owned parking lot in the 1200 block of Marina Vista Avenue (behind the carpool lot) is reserved for stacked parking. Stacked parking involves assigning two parking spaces to a pair of County employees where one car parks directly behind another. These spaces will be made available to eligible County employees through a lottery. THE BOARD OF SUPERVISORS CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order of July 17,2001 by the following vote: AYES: Supervisors Gioia, Gerber, DeSaulnier, Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None TRAFFIC RESOLUTION NO. 3968 SUBJECT: In the Matter of Declaring certain County-owned parking lots and portions of County- owned lots in downtown Martinez as Reserved Parking. Pursuant to California Vehicle Code sections 21113,22519,22651,and 22658: The entirety of the County owned parking lot at 1233 Escobar Street in Martinez is hereby declared to be reserved for the exclusive use of the Department of Building Inspection, In addition, 11 spaces in the County owned parking lot on the northwest corner of Pine and Escobar streets in downtown Martinez are reserved for use of the Department of Building Inspection before 9:30 AM Mondays through Fridays. One space in the same County owned parking lot is reserved for exclusive use of the Copy Center located in 651 Pine Street,and The entirety of the County owned parking lot at 1200 block of Marina Vista Street in Martinez is hereby declared to be reserved for use of County employees participating in the Stacked Parking Program,and the following Rules and Regulations for Stacked Parking are hereby adopted. The County Administrator or designee is authorized and directed to: 1. Post and maintain in conspicuous places in said parking lots appropriate signs giving notice of parking restrictions and any other special conditions or regulations adopted pursuant to this resolution applicable to the Reserved Area; 2. As Agent for the County, take action necessary and appropriate for the implementation and administration of this resolution, including, but not limited to, the issuance of permits if the County Administrator determines that such issuance will assist in the proper administration or enforcement of this resolution; 3. Pursuant to Vehicle Code section 21113, file with the Clerk of the Board and at the County Administrator's Office a copy of this resolution and any special conditions and regulations adopted pursuant hereto for examination by all interested persons. Stacked parking spaces are two parking spaces which are assigned to pairs of County employees, where one car parks directly behind another. The County Administrator or his designee will act as the Program Administrator for the Stacked Parking Program. 2. A permit will be issued to participants in the Stacked Parking Program. This permit must be displayed and clearly visible from the outside of each vehicle parked in the stacked parking lot. Stacked parking permits will be renewed every three years. 3. To qualify for stacked parking participants must meet the following conditions: (1) they must be full time employees on active duty, (2) their assigned work location must be a County facility in downtown Martinez, (3) they must currently drive alone to work at least four days per week. 4. Permits for stacked parking spaces will be allocated based on a lottery system. 5. If a participant in the Stacked Parking Program reduces his or her hours from full time, is transferred to a different location, on any form of extended leave (more than four weeks), or for any other reason unable to utilize his or her assigned stacked parking space, that person must notify the Program Administrator within one week of the change. The Program Administrator will attempt to replace any partner that no longer qualifies for stacked parking. However, if a substitute cannot be found, both partners will forfeit their stacked parking spaces. 6. Violations of any of the above provisions of stacked parking will result in revocation of the stacked parking permit. All other legal remedies may be used by the Program Administrator to manage the Stacked Parking Program including citation and/or towing from the stacked parking lot.
