HomeMy WebLinkAboutRESOLUTIONS - 03202001 - 2001-116 cd THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 20, 2001 by the following vote: AYES: Supervisors Gioia, Gerber, DeSaulnier, Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO.: ,)()(), SUBJECT: Recognize the Wildcat and San Pablo Creeks Watershed Council. WHEREAS, the Wildcat-San Pablo Creeks Design Team was established by the Board of Supervisors of Contra Costa County in 1985 to resolve controversies concerning flood damage reduction improvements to Wildcat and San Pablo Creeks, and WHEREAS, the Wildcat-San Pablo Creeks Design Team has provided a statewide model for cooperative watershed problem solving by pioneering the concept of consensus planning and collaboration among agencies and citizen groups to solve technical, management, monitoring and fiinding issues for the watershed, and WHEREAS, the Wildcat-San Pablo Creeks Design Team contains all the components of a broadly construed watershed council by including among its members officials of federal, state, county and city agencies, and officials of special districts and school districts, and property owners, residents, businesses and industrial representatives, social, youth, environmental, community interest and welfare citizen's organizations, and I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown. DATE: March 20, 2001 PAGE 2 WHEREAS, the Wildcat-San Pablo Creeks Design Team has remained active and productive since its inception fourteen years ago and in the absence of other coordinating entities, has historically addressed the concerns of the whole Wildcat Creek and San Pablo Creek watersheds, and WHEREAS, the Wildcat-San Pablo Creeks Design Team has addressed watershed concerns of flood damage reduction, water quality, trail development and management, environmental education, erosion and sedimentation concerns, wetland restoration and protection, and pollution and toxic waste clean-up, and NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of Contra Costa County APPROVES renaming the Wildcat-San Pablo Creeks Design Team, the Wildcat-San Pablo Creeks Watershed Council and RECOGNIZES the Council as the coordinating body for any agency, district, property owner, resident, business, industry or citizen's organization to develop watershed plans, design and implement watershed related plans and projects, raise funds for such plans and projects and resolve a broad array of watershed issues. These issues shall include but not necessarily be exclusive to: flood damage reduction, erosion control, watershed and stream channel revegetation, stormwater management, reduction of polluted runoff, fisheries restoration, public parks, recreation, trails, water pollution, toxics clean-up and environmental and public education. This coordinating body, so named the Wildcat-San Pablo Creek Watershed Council, shall make recommendations to Contra Costa County, cities, districts, councils, or organizations, as appropriate, for the development, funding and/or implementation of said plans and or projects, coordination and educational activities. Nothing in this resolution supercedes the responsibilities, powers,jurisdiction or autonomy of the County, cities, local agencies, districts, citizen groups, state or federal agencies which participate in this coordinating and recommending council or otherwise have authority in the watershed, and BE IT FURTHER RESOLVED that the County Community Development Department and the County Public Works Department, which co-chair and provide staff assistance to the Wildcat-San Pablo Creeks Design Team, will continue in these capacities for the Wildcat-San Pablo Creeks Watershed Council, and BE IT FURTHER RESOLVED that the newly formed Wildcat-San Pablo Creeks Watershed Council make an effort to expand its membership to include unrepresented upper watershed interests which currently may not be involved in the Design Team. 2001/116
