HomeMy WebLinkAboutRESOLUTIONS - 02062001 - 2001-45 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Resolution on February 6, 2001, by the following vote: AYES: Supervisors Gioia, Gerber, DeSaulnier, Glover and Uilkema NOES: None ABSENT: None ABSTAIN: None Resolution No. 2001/45 Subject: Application - New Kitchen and Dining Facility at Orin Allen Youth Rehabilitation Facility State Board of Corrections Juvenile Local Detention Facility Construction Grants Program WHEREAS, the Orin Allen Youth Rehabilitation Facility (OAYRF) was originally constructed in the early 1960's to provide after care services for boys 12-18 committed by the court; and WHEREAS, county general funds have been utilized to increase bed capacity at OAYRF by 56%, from 64 to 100 beds; and WHEREAS, the original kitchen and dining facility is obsolete, inefficient, expensive to maintain, and presents increasing difficulties in complying with current Food and Safety and ADA standards; and WHEREAS, Federal and State grant funds have been made available to California counties for the purpose of constructing or renovating local juvenile detention facilities, and applications for these grant funds are due to the State Board of Corrections on February 20, 2001; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors APPOINTS George Roemer, Senior Deputy County Administrator, as the County Construction Administrator and Project Contact Person, and AUTHORIZES the County Construction Administrator to execute a grant application for $1,300,000 (State Funds) from the California State Board of Corrections Juvenile Local Detention Facility Construction Grants Program, to sign the required assurance statement, to submit the grant application to the Board of Corrections for funding, and to accept a funding award for a new kitchen and dining facility at the Orin Allen Youth Rehabilitation Facility (OAYRF). BE IT FURTHER RESOLVED that the Board takes the following actions as required by the grant application guidelines: 1. DESIGNATES Terry Mann, General Services Department Fiscal Officer, as the Project Financial Officer. 2. ASSURES that the County will adhere to state and federal requirements and terms of contract in expenditure of grant and matching funds. 3. ASSURES that the County will appropriate after the grant award but before contract, the designated match of$325,000; will identify the source of cash match when appropriated; and that grant and match funds do not supplant funds otherwise dedicated or appropriated for construction activities. 4. ASSURES that the County will fully and safely staff and operate the facility subject to construction (consistent with Title 15, California Code of Regulations) within 90 days after project completion. 5. ASSURES that the County has a fee simple interest in the site of the project with rights of access sufficient to assure undisturbed use and possession of the site, and will not dispose of, modify the use of, or change the terms of the real property title, or other interest in the site of facility subject to construction, or lease the facility for operation by other entities, without permission and instructions from the State Board of Corrections.
