in the Coordinated Trial Court ) Resolution No. 97/302
The Executive Officer of the Coordinated Trial Courts has requested and the Human
Resources Director has recommended that the salary ranges of certain clerical
classifications recently incorporated into the Coordinated Trial Court by absorption of
the Municipal Courts and portions of the County Clerks Office which have lost parity
with equivalent County merit system classifications due to pay equity increases and
administrative oversight be restored to parity; NOW THEREFORE,
The Contra Costa County Board of Supervisors in its capacity as governing
Board of the County of Contra Costa, and all Districts of which it is the ex-officio
governing Board, RESOLVES THAT:
1. Effective October 1, 1996, but operative on June 1, 1997, the class of Superior
Court Account Clerk (JWX7) shall be allocated to salary schedule/level XB-1724
($2425-$3097) to restore parity with.the companion Court classes of Court Services
Clerk IV (JWX6) and Court Services Clerk IV-Technician (2BT4.) which were
realigned with the County merit system class of Clerk-Specialist Level (JWXD) in
Board Resolution No. 97/141 on March 18, 1997.
For employees in the class of Superior Court Account Clerk who are subject to
retroactive pay requiring special payroll recompilation processing back to the
effective date, the County will make a lump-sum payment for the months of
October, November and December 1996 and January, February, March, April and
May 1997 computed as follows: Employee regular pay, overtime pay and specific
other earnings ordinarily computed as a percentage of base will be added together
for each applicable pay period to determine the appropriate base pay. This base will
then be multiplied by .7% to arrive at the employee's July 10, 1997 paycheck where
it will be listed separately as a "LUMP SUM PAYMENT" and will be subject to
normal tax withholding and retirement deductions. Any employee believing there is
an underpayment resulting from this methodology exceeding $30 may contact the
Human Resources Department. The Human Resources Department and the
Auditor-Controller's Department will investigate and issue the additional pay, if
owed, as soon as possible. All provisions regarding lump-sum payment in lieu of
retroactive pay shall be applicable to any and all employees who retired during the
period between the effective date and May 31, 1997.
2. Effective June 1, 1997, the class of Deputy Clerk-Experienced Level (JPX2),
formerly assigned exclusively to the Municipal Court, shall be allocated to salary
schedule/level C5-1454 ($1944-$2363) to restore parity with Court Services Clerk II
(JWX4) and Clerk-Experienced Level (JWXB), in the Superior Court and County
Merit Systems respectively, as required by the Municipal Court Pay and Staffing Bill.
3 Effective June 1, 1997, the class of Superior Court Services Clerk I (JWX3) shall be
allocated to salary schedule/level C5-1300 ($1667-2026) to restore parity with the
class of Deputy Clerk-Beginning Level which formerly was assigned exclusively to
the Municipal Court.
