THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
PASSED by the following vote of the Board of Supervisors on this 25th day of June,
1996.

RESOLUTION NO. 96/283
Subject: Urge Legislature and Governor to fully fund GAIN program for FY 1996-97.
WHEREAS, California's GAIN Program has been evaluated as the most successful
welfare-to-work program ever studies; and in Contra Costa County in FY 1994-1995
supported 911 welfare recipients into unsubsidized employment;
WHEREAS, passage of AB 1371 (Weggeland) in 1995 further strengthened the
GAIN Program by making it more employment focused;
WHEREAS, a fully funded GAIN Program is absolutely critical to the success of
welfare reform;
WHEREAS,current funding levels for GAIN allow only one-quarter of all mandatory
participants statewide to take advantage of GAIN services and, in Contra Costa County,
only 2,980 individuals of the 12,600 mandatory registrants targeted for GAIN can currently
be served;
WHEREAS,the Assembly budget Committee reduced GAIN funding by $40 million
below the amount proposed in the Governor's Budget and approved by the Senate Budget
Committee;
WHEREAS, a cut of this magnitude, representing roughly 15 percent of all GAIN
funds, would be devastating to counties' ability to transition AFDC recipients from welfare
to self-sufficiency;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra
Costa County urges the Legislature and the Governor to fully fund the GAIN Program. At
the very least, the Legislature and the Governor must fund the GAIN Program at the level
proposed by the Governor and approved by the Senate.
