CO UNTY GOVERNMENT AWARENESS ]
WEEK IN CONTRA COSTA CO UNTY ]
WHEREAS, county government has a long and rich history and is one of the oldest forms of local
government in America. During the 1800s and the early part of this century, the primary functions of county
government involved the administration of justice, law enforcement, and the building and maintenance of
roads; and
WHEREAS, in recent decades, the responsibilities of county government have grown enormously. Counties
spend more than $140 billion each year providing hospitals, libraries, highways, police and fire protection,
health and welfare services, parks and recreation,programs for the elderly and young people, and dozens of other
services for their citizens; and
WHEREAS, counties care for America with the wide spectrum of services they provide to their residents. With
devolution - the shift of responsibilities from the federal level to state and local governments - that spectrum
could further expand; and
WHEREAS, devolution offers county governments opportunities and challenges. The flexibility and greater
local control that devolution will bring will be welcomed by county officials. The challenges will be to continue
to provide the range of local services, while adding new responsibilities, all with limited resources; and
WHEREAS; county governments have seized opportunities and met challenges in the past. In recognition
of the leadership, innovation and valuable service provided by our nation's counties:
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby proclaim
