for Child Nutrition Represented Resolution No. 96/112
and Management Employees in the
Community Services Department
Commencing July 1, 1995
WHEREAS the Community Services Director has advised the Office
of the County Administrator that negotiations with Contra Costa
County Employees Association, Local No. 1, regarding a Cost of
Living Adjustment (COLA) for represented employees in the Child
Nutrition Division of the department have been successfully
concluded so as to provide a Cost of Living Adjustment of two point
seven three percent (2 . 73%) effective July 1,. 1995.
Now therefore, the Contra Costa County Board of Supervisors in
its capacity as Governing Board of the County of Contra Costa, and
all districts of which it is the ex-officio Governing Board,
RESOLVES THAT:
A) The following represented job classifications are to be
adjusted upward on the Basic Salary Schedule by 27 levels (2 . 73%)
effective March 1, 1996, and a retroactive lump sum payment will be
calculated from July 1, 1995, through February 29, 1996.

B) The following management job classifications are to be
adjusted upward on the County salary schedule by 12 levels (1. 22%)
effective March 1, 1996, and a retroactive lump sum payment will be
calculated from July 1, 1995, through February 29, 1996.

c) Lump Sum Payment. All persons who occupy a permanent
position in any of the above listed represented and management
classifications or who are authorized as limited term employees on
July 1, 1995, shall be retroactively compensated back to July 1,
1995. In lieu of a retroactive pay requiring special payroll
recomputation processing back to July 1, 1995, the County will make
a lump sum payment to each employee for the period from July 1,
1995, through February 29, 1996, computed as follows: Employee
regular pay, overtime pay, and specific other earnings ordinarily
computed as a percentage of base pay will be added together for
each applicable pay period to determine the Retro Pay Base (RPB) .
This base will be multiplied by the designated percent: (%) . The
payment amount thus computed will be added to the employee's April
10, 1996, paycheck where it will be listed separately as a LUMP SUM
PAYMENT and will be subject to normal tax withholding and retire-
ment deduction requirements.
Any employee believing there is an underpayment resulting from
this methodology exceeding $30. 00 may contact the Human Resources
Department and the Auditor's office will investigate and issue the
additional pay, if owed, as soon as possible.
All provision regarding lump sum payment in lieu of retroac-
tive pay shall be applicable to any and all employees who retired
during the period July 1, 1995, through February 29 , 1996.
