HomeMy WebLinkAboutRESOLUTIONS - 07111995 - 95-309 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Creating) the Contra Costa County ) RESOLUTION NO. 95/309 Operational Area ) WHEREAS, pursuant to Government Code Section 8607, the State Office of Emergency Services has established by regulation a Standardized Emergency Management System (SEMS) which sets forth basic principles and components of emergency management to be used in responding to and managing emergencies involving multiple jurisdictions or multiple agency responses; and WHEREAS, as of December 1, 1996, when a local agency is included in a Governor's state of emergency proclamation that agency must be in compliance with the SEMS regulations in order to be eligible for state funding of personnel costs incurred as the result of undertaking measures to save lives and to protect public health, safety and property; and WHEREAS, the SEMS regulations are set forth in Chapter 1 (Sections 2400-2450) of Division 2 of Title 19 of the California Code of Regulations; and, WHEREAS, Section 2409 of the aforesaid regulations: 1) defines an "operational area" as an intermediate level of the state emergency services organization, consisting of a county and all political subdivisions within the county area, 2) requires the Board of Supervisors to establish an operational area by December 1, 1995, and 3) provides that the county government shall serve as the lead agency of the operational area unless another member agency assumes that responsibility by written agreement with the county government; and WHEREAS, the Contra Costa County Disaster Council has determined that it is appropriate for the county to serve as the lead agency of the operational area, NOW, THEREFORE, BE IT BY THIS BOARD RESOLVED that the Contra Costa County Operational Area, including the county and all cities and special districts within the county area, is hereby established and that the county government shall serve as the lead agency for the operational area and, as the lead agency, shall perform the following functions during emergencies involving multiple jurisdictions or multiple agency response: 1) coordinate information, resources and priorities among the local governments within the operational area; 2) coordinate information, resources and priorities between the regional level and the local government level; and, 3) use multi-agency or inter-agency coordination to facilitate decisions for overall operational area level emergency response activities; and BE IT FURTHER RESOLVED THAT the County Emergency Operations Center located at 50 Glacier Drive, Martinez, California, shall serve as the Contra Costa County Operational Area Emergency Operations Center; and BE IT FURTHER RESOLVED that a memorandum of understanding for participation in the Operational Area will be offered to all cities and special districts within the county.
