NOES: None ABSENT: SUPERVISOR TioRLAKSON ABSTAIN: None In the Matter of Approving a ) 1995 Pay Equity Adjustment ) for Represented, Unrepresented ) and Management Employees and ) Implementing a New Pay Equity ) Master Agreement ) Resolution No. 95/211 The Board of Supervisors has previously adopted the final results of the Pay Equity Study on February 23, 1993 in Resolution 93/71 for all affected unrepresented, represented and management classifications which included supplemental memoranda of understanding with each participating employee organization denoting that any future pay equity disbursement would be in the month of January; and The County has met and conferred and reached agreements with employee organizations participating in the Pay Equity Study and has executed an agreement (attached hereto and incorporated herein as Exhibit A) to grant a pay equity increase effective January 1 , 1995 to be distributed to those represented pay equity classifications below the trend line in such a manner that those classes less than 9% below the line will receive a salary adjustment of .7021 (seven levels) and those classes 9% or more below the line will receive a salary adjustment of 1 .0045% (ten levels); and The County has also reached agreement with the participating employee organizations regarding a new Pay Equity Master Agreement (attached hereto and incorporated herein as Exhibit B) which will fully supersede and replace the February 1993 Supplemental Memoranda of Understanding on Pay Equity; and It being necessary to authorize the disbursement of this January 1 , 1995 pay equity increase and extend provisions of the new Pay Equity Master Agreement for all affected unrepresented, represented and management employees; NOW THEREFORE: The Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa, and all districts of which is in the ex-officio governing Board RESOLVES THAT: 1 . The agreements to distribute a January 1 , 1995 pay equity adjustment and implement a new Pay Equity Master Agreement between the County and CCCEA Local One, AFSCME Local 2700. and 512, SEIU Local 535, The Appraisers' Association, California Nurses Association and Western Council of Engineers are adopted. 2. Effective January 1 , 1995, those management employees not included in representation units and unrepresented employees whose classifications are identified by Resolution 93/71 as below the pay equity trend line and therefore eligible for pay equity adjustment until their salary reaches the trend line, shall be increased in such a manner that those classes less than 9% below the line will receive a salary adjustment of .7021% (seven levels) and those classes 9% or more below the line will receive a salary adjustment of 1 .0045% (ten levels). 3. In lieu of a retroactive payment requiring special payroll recomputation processing back to January 1 , 1995 for all eligible classes receiving a pay equity increase effective that date, the County will make a lump sum payment to each employee computed as follows: employee regular pay, overtime pay, and specific other earnings ordinarily computed as a percentage of base pay, will be added together for each applicable pay period to determine the "Retro Base Pay". This base will then be multiplied by the percentage the individual's class is below the trend line (not to exceed the applicable limit of either .7021% or 1 .0045%) to arrive at the employee's lump sum payment. The payment amount thus computed will be added to the employee's June 10, 1995 paycheck where it will be listed separately as a "Lump Sum Payment" subject to normal tax withholding and retirement deduction requirements.
