HomeMy WebLinkAboutRESOLUTIONS - 07121994 - 94-356 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA RESOLUTION #94/356 IN THE MATTER OF: The Status of Various Advisory Boards, Committees and Commissions The "Maddy Book" currently contains some 105 advisory boards, committees and commissions . In some cases these bodies are no longer functioning and should be eliminated immediately. In other cases, there are multiple bodies on the same or similar subjects which ought to be looked at to be combined. In other cases, bodies have gotten away from the original purpose for which the body was created and the role and responsibility of the body needs to be reexamined. Finally, in some cases, with the budget reductions that we have faced in recent years we simply have to look at priorities for the use of County staff and need to redefine the process by which policy is determined. These 105 advisory bodies have been divided into several categories . The action in the r d ii:ried section is recommended for adoption by the Board of Supervisors . On June 28, 1994, a number of these advisory boards, committees or commissions were abolished or other action was taken to streamline the maintenance of the records of these advisory bodies . At that time, two major sections of the report were deferred until this date for further consideration by the Board of Supervisors . I . SOME OTHER ACTION OR STUDY IS RECOMMENDED. A. Children and Family-Related (Human Services-Related Advisory Boards, Committees and Commissions : 1 . Child Care Task Force There is no longer any mandate for the existence of this Task Force, since it has completed work on its statutory duty of establishing criteria for the expenditure of federal child care funds . 2 . Family & Children's Services Advisory Committee There is no mandate for the existence of this advisory committee. 3 . Family & Children' s Trust Committee While some of the tasks performed by the Family & Children' s Trust Committee (FACT) appear to be required of some advisory body in the County, there does not appear to be any mandate that a separate advisory body be established solely for this purpose. 4 . Human Relations Commission There is no mandate for the existence of this advisory committee. 5 . Human Services Advisory Commission There is no mandate for the existence of this advisory committee. 94/356 6 . Maternal, Child, and Adolescent Health Advisory Board Originally required pursuant to Health & Safety Code S 321 . 7 . This code section was, however, repealed by Chapter 803, Statutes of 1991, effective January 1, 1993 . It is therefore up to the Board of Supervisors whether to continue this Board, merge it with another Board or abolish it. Housing-Related Advisory Boards, Committees and Commissions : There are a number of advisory boards, committees and commission which address one aspect or another of housing issues in the County. 1 . Homeless Advisory Committee There is no mandate for the existence of this advisory committee. 2 . Housing and Community Development Advisory_ Committee It is unclear whether this Advisory Committee is required by Federal or State law or regulations . 3 . Advisory Housing Commission The appointment of an advisory housing commission is provided for in Health & Safety Code S 34290 and § 34291 . However, this only allows the creation of such a Commission, it is not required, nor are the tenant and over age 62 commissioners required. 4 . Housing Trust Fund Interim Advisory Board There is no mandate for the existence of this advisory committee. 5 . Loan & Grant Review Panel - Housing Rehabilitation Program It is not clear whether federal law requires this group or not. It evaluates and approves housing rehabilitation grants and loans upon recommendation of the Building Inspection Department. 6 . Mobile Home Advisory Committee The Board of Supervisors appears to have complete discretion regarding whether to continue this Committee in existence. Other Advisory Boards, Committees and Commissions : 1 . Adult Day Health Planning Council Appears to be optional, but if formed, the size and composition is dictated by H&S Code §1572 .5 . Intended to prepare an Adult Day Health Care Plan for the County. Countywide Bicycle Advisory Committee There appears to be no mandate for the existence of this advisory committee. However, the Public Works Director notes that MTC requires a Bicycle Advisory Committee as a condition to receiving Transportation Development Act funds . Brentwood Recreation and Park District Board of Directors The Board of Directors is mandated by Public Resources Code § 5781 .4 as long as the District is in existence. The only way to do away with the Board of Directors would be to abolish the District and have the County undertake its services directly. This would require approval of the voters in the District. Supervisor Torlakson indicates that he is working on some alternative governance options with LAFCO and the City of Brentwood. Hazardous Materials Commission Originally required by Health & Safety Code § 25135 .2 to assist in the preparation of the County' s Hazardous Waste Management Plan. There is some question as to whether the Commission is still required on an on-going basis . The Advisory Committee was originally only intended to meet for a period of two years after the Landfill opened, but the Advisory Committee has asked the Board of Supervisors to extend its life for several months .
