IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Congratulating )
Dick Heggie ) Resolution No.: 9 3/5 5
Orinda Citizen of the Year, 1993)
WHEREAS Dick Heggie has been named Orinda's forty-third Citizen of the Year; and
WHEREAS Dick Heggie and his wife, Bea, maintained a home in Orinda since 1960,
and raised three daughters, Karen, Jennifer, and Deborah, all of whom attended Orinda
schools; and
WHEREAS Dick Heggie concluded a career of international employment in Asia with
the Asia Foundation, giving economic and organizational assistance to projects and groups in
South and East Asia; and
WHEREAS Dick Heggie presided over The Orinda Association's Board of Directors
and conducted the hearings on Orinda's first General Plan produced under the auspices of
Contra Costa County; and
WHEREAS Dick Heggie represented Orinda citizens in the purchase negotiations for
the Orinda Community Center, participated in planning the Community Center Park, and
served on the R-6 Committee; and
WHEREAS Dick Heggie turned his attention to viticultural affairs as president and
CEO of the prestigious Freemark Abbey Winery; and
WHEREAS Dick Heggie heard the call to leadership once again and offered his
candidacy to the citizens of Orinda in the 1985 incorporation and city council campaign,
emerged the top vote-getter in a field of 18, and
WHEREAS Dick Heggie became Orinda's first mayor, serving two terms marked by
grace, wit, and, as he accurately predicted in his campaign statement, the patience of Job.
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors of the County
of Contra Costa, California, hereby CONGRATULATES Dick Heggie on his selection as
Orinda's forty-third Citizen of the Year, COMMENDS Dick Heggie for the generous gifts of
his time, talents to the civic affairs of Orinda and the economic development of the Pacific
Rim nations, and EXTENDS to Dick Heggie and his gracious wife, Bea, its best wishes for
much further business, professional and civic success and enjoyment.
PASSED and ADOPTED this ninth day of February 1993, by unanimous vote of the
Board members present.
I hereby certify that the foregoing is a true and correct copy of a resolution entered in
the minutes of the Board of Supervisors on the date aforesaid.
