HomeMy WebLinkAboutRESOLUTIONS - 06041991 - 91-358 1-077 9113 5-e THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 4, 1991. by the following vote: AYES: Supervisors Schroder, Torlakson, Powers NOES: None ABSENT: Supervisors Fanden, McPeak ABSTAIN: None In the Matter of Abolishing ) and Restoring Positions and ) Laying Off and Reappointing ) Resolution No, 91/358 Employees in the County Head ) Start Program for Summer 1991 ) ) The Contra Costa County Board of Supervisors in all of its capacities as the governing body of the County and of the Districts and Agencies of which it is the governing bodies RESOLVES THAT: 1. The Board has considered the May 20, 1991 report of the Community Services Director to the County Administrator which advises that the Head Start program has been designed and funded to operate on a ten (10) month schedule and that positions were budgeted in the 1991 Head Start work plan to stop work on May 31, 1991 and be brought back to classrooms in the first week of September 1991. 2. The Board has considered that cost savings in the first four months of the Head Start program has enabled all staff to remain at work until June 14, 1991; allowed a limited number of staff to continue some Head Start services through July 19, 1991 and will permit all staff to return to work on August 26, 1991. 3. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Community Services Department for the Head Start Program under its jurisdiction. 4. In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations, it is necessary to abolish and then reestablish the positions described below on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to layoff and reemploy employees accordingly. The below listed positions are to be abolished on the dates indicted and re-established on August 26, 1991. Abolish Positions Effective June 14, 1991. Classification Position Numbers Head Start Teacher - Project (9HS2) (Vacant) 062, 205, 206, 208 (Filled) 204, 202, 203, 198 Head Start Teacher Assistant-Project (9H74) (Filled) 064, 207, Abolish Positions Effective July 12, 1991. Classification: Position Numbers Head Start Transportation Clerk (99B5) (Vacant) 210 (Filled) 190, 191 Head Start Food Services Assistant (9984) (Filled) 185 RESOLUTION NO. 91/358 Abolish Positions Effective July 19, 1991. Classification Position Numbers Head Start Teacher - Project (9HS2) (Filled) 187, 199, 200, 201, 061 Head Start Teacher Assistant-Project (9H74) (Filled) 197, 065, 194, 196 Head Start Food Services Worker (9983) (Filled) 184 5. The Director of Personnel shall prepare lists showing the order of layoff of affected employees. 6. The Community Services Director, in which department such positions are abolished, shall issue layoff or displacement notices, as the case may be, and give notice to the affected employees of the Board's action. 7. For purposes of this specific layoff, employees currently enrolled in a health or dental plan may be re-enroll in the same plan upon return to work from this layoff.
