IN THE BOARD OF SUPERVISORS

CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Congratulating )
Bill Jasper ) Resolution No. : 91/273
Moraga Citizen of the Year, 1991)
Whereas Bill Jasper has been named Moraga's thirteenth
Citizen of the Year; and
Whereas. Bill Jasper, and his wife, Winnie, settled in Moraga
in 1971, and have raised their three children, Carly,
Brodie, and Breck in the Town; and
Whereas Bill Jasper charted his course in public service
early on as he volunteered his time and talents to first the
Moraga Safety Commission, then the Cable Vision Commission
and the expanded Traffic and Safety Commission; and
Whereas Bill Jasper coached with enthusiasm and skill Moraga
Baseball Association teams, LMYA girls' and boys' basket-
ball teams, and LMYA girls' softball teams; and
Whereas Bill Jasper guided the Moraga Educational Foundation
as it began to raise funds to maintain programs for
excellence in the Moraga schools and served as its founding
president; and
Whereas Bill Jasper threw his hat into the political ring in
1987 with his successful bid for a seat on the Moraga
Elementary School District Board, of which he is currently
president; and
Whereas Bill Jasper rings the alarm over the need for local
funding for outstanding schools as chairman of the Acalanes
Union High School District's parcel tax campaign committee
(YES on Measure A) .
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors
of the County of Contra Costa, California hereby
CONGRATULATES Bill Jasper on his selection as Moraga's
thirteenth Citizen of the Year, COMMENDS Bill Jasper for his
unstinting and positive gifts of his time and talents to the
youth of Moraga, and EXTENDS to Bill Jasper its admiration
for the way in which his volunteer activities mirror the
nature of a community that takes care of its needs with
local hard work and funds, and WISHES Bill Jasper much
further professional and civic success.
PASSED and ADOPTED this seventh day of May, 1991, by the
unanimous vote of the Board members present.
I hereby certify that the foregoing is a true and correct
copy of a resolution entered in the minutes of the Board of
Supervisors of the date aforesaid.
