HomeMy WebLinkAboutRESOLUTIONS - 05071991 - 91-269 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Declaring ) Support for ASSEMBLY BILL 434 ) RESOLUTION NO. 91/ 269 ) The California Clean Air Act of 1988 requires local districts to undertake a number of specified programs in order to meet the stringent air quality standards set forth in the bill. Assembly Member Byron Sher recognized that local districts were not adequately funded to undertake such programs, and he sought to provide for it in 1989 through a bill authorizing the districts to collect a registration fee surcharge. The bill passed, but was vetoed because of a disagreement in the South Coast air basin on how the fees were to be distributed. In 1990, another bill was introduced with the same basic provisions, except that special language taking care of the South Coast problem was incorporated. Unfortunately, a similar problem arose in the Bay Area while the Legislature was reviewing the bill and, rather than jeopardize the entire bill, the Bay Area was excluded. As matters now stand, all non-attainment areas of the state are able to levy a vehicle registration surcharge except the Bay Area. Sher' s AB 434, now before the Legislature, will authorize the Bay Area Air Quality Management District (BAAQMD) to collect a $2. 00 surcharge on registration fees on Bay Area vehicles. The fees would be used to reduce auto-related air pollution and for related planning, monitoring, enforcement, and technical studies. The funds are to be distributed according to a formula whereby 600 is utilized by BAAQMD, the Metropolitan Transportation Commission, and the Association of Bay Area Governments in accordance with an overall work program adopted pursuant to the California Clean Air Act. These funds may be allocated to cities, counties, and private organizations to implement transportation control measures as defined in the 1991 Clean Air Plan. The remaining 40% shall be subvened by BAAQMD to the cities and counties for programs approved by the District to reduce emissions from motor vehicles. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares its support for ASSEMBLY BILL 434. PASSED AND ADOPTED ON May 7, 1991, by a unanimous vote of the Board members present.
