HomeMy WebLinkAboutRESOLUTIONS - 05141991 - 91-308 S.1 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Supporting ) the Passage and Implementation ) RESOLUTION NO. 91/308 of Assembly Bill 1210 ) WHEREAS, AB 1210, the East Bay Rail Joint Powers Authority, would coordinate the development of commuter and intercity rail service between Contra Costa, Alameda, Solano, San Joaquin, Santa Clara, and other counties upon a majority vote of their Boards of Supervisors; and WHEREAS, the implementation program adopted by the authority would serve as the basis for a coordinated application submitted by the authority for funds allocated by the California Transportation Commission; and WHEREAS, AB 1210 is wholly consistent with the Contra Costa County Commuter Rail Study which seek to examine the viability of developing rail infrastructure in the County for potential rail service, and coordinate that service with existing and emerging service throughout the Bay Area; and WHEREAS, counties adjoining Contra Costa are also engaged in efforts to develop their existing rail infrastructure for the purpose of developing rail service; and WHEREAS, Contra Costa County and adjoining counties have experienced rapid growth in both residential and commercial development which will cause travel demand to substantially exceed the capacity of their existing transportation systems; and WHEREAS, in most of Contra Costa County the cost of purchasing rights of way (ROW) will prohibit the development of additional highway capacity; and WHEREAS, the use of existing rail infrastructure provides the most environmentally sound and cost effective way of meeting needed additional capacity of Contra Costa's transportation needs; and WHEREAS, increased rail service that is regionally coordinated can reduce congestion on Contra Costa and Bay Area highways such as I-80, I-680 and Highway 4 ; and WHEREAS, AB 1210 will provide for the coordination of emerging rail services occurring in Contra Costa, Solano, Alameda, San Joaquin, and Santa Clara Counties and will ensure that these services are consistent with and complementary to existing public bus, heavy rail and light rail services; and WHEREAS, AB 1210 would be the first coordinated effort to develop rail transportation as an alternative to the automobile in Contra Costa, Alameda, Solano, San Joaquin, and Santa Clara Counties through the use of existing rail ROW. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra Costa County support Assembly Bill 1210; and BE IT FURTHER RESOLVED that, upon the passage of AB 1210 that Contra Costa County, in cooperation with other Counties participating in AB 1210, will work toward its full implementation. PASSED on May 14, 1991 by unanimous vote of the Board members present.
