IN THE MATTER OF RESOLUTION NO. 91/295
Honoring William Reed upon
his retirement as Principal
of Marsh Elementary School
.NVIIEREAS,William Reed,the oldest principal in the California State Public School System,
will be retiring in June as Principal of Marsh Elementary School in Antioch after over fortyyears in the
teaching profession;
WHEREAS,Mr. Reed was born in Cripple Creek, Colorado, and moved to California at the
age of 5.
he graduated from Fresno State University with a degree in Economic Account-
ing, landed a position with an accounting firm, and was drafted into the Army;
WHEREAS,after serving his country,Mr.Reed received his Masters in Education at Stanford;
WFIEREAS,in 1948 Mr.Reed began teaching 5th/6th grade in Menlo Park until 1950,when
he became principal for Monterey City Schools.
he taught at San Jose State for a year and then began his principalship at Marsh
Elementary School in Antioch in September of 1954;
W11EREAS,Mr.Reed created a faculty club to provide his staff with an open forum to discuss
concerns giving the teachers a voice in school policies;
he created a valuable phonics program that was later extended into a pilot typing
program called Project T.Y.P.E. (Teaching Youngsters Precise English), the first of its kind in
California. This program received federal funding for a three-year study to determine the feasibility
of implementing the program in other school districts;
WHEREAS,in 1980,Mr.Reed was awarded the Outstanding Administrator in Contra Costa
and Alameda Counties from Phi Beta Kappa. He has received the PTA Honorary Service Award,two
PTA scholarships have been established in his name to Marsh graduates, and a play area has been
dedicated to him, bearing his name and displaying a plaque in his honor;
NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervi-
sors hereby honors and recognizes William Reed on the occasion of his retirement and commends him
for his many years of devoted service as an educator,for his outstanding leadership,innovative policies,
strength, and dedication to his staff and extends heartiest best wishes for a happy and fulfilling
retirement.
