HomeMy WebLinkAboutRESOLUTIONS - 04231991 - 91-245 N.13 THE BOARD OOFBSUPERVISORS CONTRA COSTA COUNTY, CALIFORNIA IN THE MATTER OF RESOLUTION NO. 91/245 Declaring May 1991 as"Safe Roads/Safe Families Bicycle and Pedestrian Safety Month"in Contra Costa County WHEREAS;, injuries sustained in bicycle and pedestrian collisions are the number one cause of death for children between the ages of 5 and 14 in the United States. Each year,nearly 400,000 children, aged one to fourteen years are treated for bicycle-related injuries in the U.S.hospital emergency rooms. An additional half million bicycle-related injuries are treated in non-emergency room settings. Head trauma causes 3 out of 4 serious injuries and deaths resulting from bicycle collisions,yet 85%of these-head injuries and deaths could be prevented if an approved bicycle helmet had been worn. The medical costs associated with each bicycle-related death average$231,357. WHERRY, the Contra Costa Health Services Department Prevention Program was awarded a three-year grant in April 1990 by the California Office of Traffic Safety to address bicycle and pedestrian childhood injuries. The goals of this Safe Roads/Safe Families Project are to educate the public regarding safe bicycling, pedestrian, and motorist behaviors; modify environmental factors which contribute to bicycle/pe- destrian collisions;and work with appropriate agencies to develop and monitor policies and regulations con- tributing to safety. WHEREAS,a major community educational campaign is scheduled for May to coincide with .National Bicycle Month. Activities include: sponsorship of assemblies and bicycle rodeos at local schools; a countywide poster contest for elementary school age children;a"Right Rider"project in conjunction with local police departments to recognize young bicyclists who are following bicycle safety habits; and observational studies to obtain baseline data for further project efforts. WHEREAS,declaring May 1991 as'Bicycle and Pedestrian Safety Month"is in keeping with ' the Board of Supervisors' strong history of leadership in the area of children s health and safety. This proclamation rovides a strong symbol around which the various activities scheduled for the month can be organized and promoted. NOW THEREFORE,BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA 66UNTY;C`ALL.'IFORNIA,does hereby declare May 1991 as"Safe Roads/Safe Families Bicycle and Pedestrian Safety Month" in Contra Costa County to encourage the public to observe bicycle safety rules and wear bicycle helmets. BE IT FURTHER RESOLVED that the Board requests county departments to cooperate with the project in the review and modification of anypolicies towards reducingbicycle and pedestrian injuries. PASSED by unanimous vote of the Board Members present on this 23rd day of April, 1991.
