In the Matter of Proclaiming the Month of )
May, 1991 as County Alcohol-Related Birth ) 91/224
Defects Month )
WHEREAS the damage done by Fetal Alcohol Syndrome and other Alcohol-Related Birth
defects is irreversible; and
WHEREAS alcohol is the third leading cause of birth defects involving mental retardation
in the United States, and the only 100 percent preventable cause; and
WHEREAS its effects can include low birth weight, serious deformation of the head and
face, mental retardation, learning disabilities and damage to the major organs; and
WHEREAS according to the California Department of Alcohol and Drug Programs, more
than 4,000 infants are born in the state each year with some form of alcohol-related birth
defect; and
WHEREAS despite official warnings from the U.S. Surgeon General, the March of Dimes
and others, about the health risks associated with consuming alcohol during pregnancy, the
majority of the public, women and men, have very little knowledge of those risks; and
WHEREAS Mother's Day marks the beginning of National Alcohol-Related Birth Defects
Awareness Week;
NOW, THEREFORE BE IT RESOLVED that this Board of Supervisors does hereby ,
proclaim MAY 1991 as COUNTY ALCOHOL-RELATED BIRTH DEFECTS
AWARENESS MONTH and that the people of Contra Costa County join with us in
observing the month with appropriate activities.
PASSED and ADOPTED by the unanimous vote of the Board on the 1b_thday of April
1991.
