HomeMy WebLinkAboutRESOLUTIONS - 03051991 - 91-149 a.7 THE' BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA IN THE MATTER OF SUPPORTING AN ) APPROPRIATE METHOD OF RESOLVING ) RESOLUTION NO. 91/149 THE FISCAL PROBLEMS FACED BY THE ) RICHMOND UNIFIED SCHOOL DISTRICT ) WHEREAS, the Richmond Unified School District is responsible for providing public education for 32,000 West Contra Costa County children and employs over 3,000 people; and WHEREAS, the school district faces a fiscal crisis and as a result is seeking a . $29 million dollar emergency loan from the State of California; and WHEREAS, Assemblyman Robert J. Campbell is carrying AB 128 in an effort to provide for such an emergency loan; and WHEREAS, the failure to obtain such a loan would drive the school district into bankruptcy, throwing many employees out of work and damaging the education of many children in West County; and WHEREAS, even without declaring bankruptcy, it has been difficult for the school district to meet its payroll, thereby potentially placing the County in the position of having a number of school employees who will be in need of and perhaps eligible for public assistance, medical care and social services from the County, thereby placing additional burdens on the County' s already limited resources; and WHEREAS, to date the Legislature and the Administration have been unable to come to agreement on the specific terms for legislation to. provide for the emergency loan to the school district; and WHEREAS, the Board of Supervisors supports the collective bargaining rights provided for under existing State law; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA RESOLVED: that the Board calls on both the Legislature and the Administration to attempt to reach a mutually acceptable compromise on those issues which remain unresolved so that legislation can be enacted which will provide the Richmond Unified School. District with the emergency loan which it so desperately needs, and BE IT FURTHER RESOLVED: that the County Administrator is directed to forward a copy of this Resolution to the Governor of California, each member of this County' s Legislative Delegation, the Mayor and City Council of each city within the Richmond Unified School District and the Board of Education and Acting Superintendent of the Richmond Unified School District. PASSED on March 5., 1991, by unanimous vote of the Board members present.
