THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 26, 1991 , by the following vote:

Local Variance to 1988 ) RESOLUTION NO. 91/ 186
Uniform Plumbing Code )
Pursuant to Government Code section 50022.2, this Board has
adopted the 1988 edition of the Uniform Plumbing Code, as the
County's plumbing code. (Ordinance No. 90-18. ) The Board now
intends to further modify the provisions of the 1988 Uniform
Plumbing Code.
Health and Safety Code sections 17958, 17958.5 and 17958.7
require that in adopting ordinances which modify or change the
requirements contained in the State's Building Standard Code and
other regulations adopted pursuant to Health and Safety Code
section 17922, a determination must be made that said
modification or change is reasonably necessary because of local
climatic, geological or topographical conditions .
The modification being proposed involves a change to the
State's Building Standards Code; specifically, the addition of
section 913 to the Uniform Plumbing Code, to require low water
consumption water closets and urinals .
Prolonged drought conditions in Contra Costa County (five
years to date) support the imposition of strict water
conservation requirements.
Based on the facts, evidence and information before it, the
Board hereby FINDS, pursuant to Health and Safety Code section
17958. 7, that the above-referenced modification is necessary
because of local climatic conditions .
Pursuant to Health and Safety Code section 17958.7, -the
Director of Building Inspection is DIRECTED to send a certified
copy of this resolution to the State Department of Housing and
Community Development.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the
Board of Supervisors on the date shown.
