Reservoir Area.

Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the San Pablo Dam Road
Slide Repairs, Site 1 and Site 2 Project and ADVERTISE for bids
to be received on Thursday, July 20, 1989 at 2 : 00 p.m.
DIRECT the Clerk of the Board to publish the Notice to
Contractors in accordance with Section 20392 of the Public
Contract Code, and
DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $318, 000 ($187 , 000.
for Site 1 and $131, 000 for Site 2) . It is to be funded by
Federal Highway Administration (100%) .

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Public Works Director has filed with the Board of Supervisors
the Plans and Specifications for the San Pablo Dam Road Slide
Repairs, Site 1 and Site 2 Project.
The general prevailing rates of wages, which shall be the minimum
rates paid on this project, have been filed with the Clerk of the
Board and copies will be made available to any interested party
upon request.
The project has been determined to be in compliance with the
General Plan. It has been determined that this project is
exempt from CEQA requirements because of a declared emergency
under Article 15269 (a) . The project consists of the repair of
storm damage to existing roadways. These roadways were damaged
during a storm in a disaster stricken area in which the Governor
had declared a State of Emergency. All work will be performed
within the existing road rights of way and within temporary
construction easements. The Board hereby concurs in said
determination.
