SUBJECT: Alcohol Awareness Day
RESOLUTION NO. 39/255
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. Declare April 24, 1989 Alcohol Awareness Day.
2. Approve asking each citizen to voluntarily abstain from using alcohol on April 24,
1989 in order to:
a. Call attention to the cost and problems alcohol causes Contra Costa County
and its communities;
b. Reflect on the impact of alcohol on the lives of each citizen and their
families;
C. Help create a social climate which supports individuals who choose not to
consume alcoholic beverages.
BACKGROUND:
The use of alcohol in our society has created serious problems for individuals and their
families. The total cost to society of these alcohol-related problems is $120,811,510,000
a year. This is a startling figure but the high cost is demonstrated by the fact that
33-56 percent of all hospital admissions are alcohol related; approximately 50 percent
of all traffic fatalities involved use of alcohol; and 48 percent of all convicted crimes
were connected with the use of alcohol (Bureau of Justice statistics). According to a
1987 Gallup Poll , one in every four families suffers from the effects of alcohol abuse.
Further, 60 percent of all child 'abuse involves the use of alcohol. , Alcohol is the
number one cause of death among youth. The 1987 Alcohol and Health NIAAA Report to .
Congress stated that 30 percent of the senior high school students said that most or all
of their friends got drunk at least once a week. In FY 1986-87, 842,215,000 gallons of
alcoholic beverages were consumed by Californians.
