Certification.
WHEREAS, the Public Works -Director has proposed that employees in the Real
Property Agent job series be recognized for professional development and
continuing high standards of achievement; and
WHEREAS, Contra Costa County Employees Association, Local No. 1 representing
Real Property Agents has conferred with County representatives on this
proposal and supports its adoption; and
WHEREAS, the County Administrator has reviewed this request and recommended
that a salary differential be established for both management and represented
Real Property Agents possessing advanced qualifications, NOW THEREFORE, THE
CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVES THAT:
1. Effective April 1, 1988 employees in classes listed below in Section 5
shall be eligible to receive monthly) differential in the amount of two
and' one-half percent (2.5%) of base play for possession of a valid Senior
Member Designation issued by the International Right of Way Association,
providing that the current Designation has been issued or recertified not
earlier that April 1, 1983.
2. Verification of eligibility shall be by the Department Head or his/her
designee who shall advise the Auditor-Controller to initiate payment to
the employee. Eligibility for receipt of the 2.5% differential shall
begin on the first day of the month following the month in which
eligibility is verified by the Department Head.
3. Employees who met eligibility requirements on April 1, 1988 are eligible
to receive a single, lump-sum retroactive salary adjustment back to that
date. Employees who have met eligibility requirements in the period
April 1, 1988 to March 15, 1989 shall be eligible for receipt of the
differential beginning the first day of the matter following the month in
which the certificate was obtained and shall also receive a single,
lump-sum retroactive salary adjustment.
4. All employees who qualify for the Senior Member Designation must
recertify every five (5) years with the International Right of Way
Association in order to continue to receive the differential . In order
to recertify, a Senior Member must accumulate seventy-five (75) hours of
approved education which may include successfully completing courses,
attending educational seminars or teaching approved courses.

- Senior Real Property Agent (DYTB)
